Job Description

This position provides support to the Director in overseeing the administration of HR-related responsibilities held within the function, including, but not limited to on-boarding, background checks, benefits administration, and overall adherence to changes in employment law and requirements.Provide operations support and supervision to HR Function that includes, but is not limited to:Manage on-boarding process, ensuring completeness and accuracy of hiring packet information and documentation.Provide quality checks to ensure all data entry tasks related to personnel records in HRIS database are accurate and completed in timely and precise manner.Manage and facilitate workflow processes, standards, and procedures within HR Function to ensure efficiency and effectiveness.Provide support and training to HR Specialists and Coordinators as subject matter expert.Engages in providing back-up on broad range of functional tasks, including coordination of on-boarding processes, payroll change notices, separation notices and benefit enrollment changes.Plans, coordinates, implements and participates in effective employee communications initiatives (e.g. policy additions and changes, periodic outreach meetings with departmental administrative staff, engagement in IT/Finance/Payroll collaboration meetings).Back-up role for selected HR Compliance tasks and responsibilities, as assigned by the function manager on an as needed basis.Oversee compliance with regulatory and internal policies.Supervise regular and temporary staff in HR Function, including establishing appropriate assignments and scheduling, providing guidance and training on assigned tasks, and ensuring timely and accurate completion of assigned tasks, as needed.Direct oversight for all new hire processes , ensuring successful, timely and accurate on-boarding of new employees that includes offer letter generation/delivery, payroll setup, and timely review, processing and recordkeeping of required compliance documentation.Coordinate all parts of the onboarding process, including status of background checks, monitoring workloads of HR Operations team, and tracking of new hires cleared with supervision.In partnership with HR Operations management, review onboarding processes, recommend and implement ways to streamline, automate and increase efficiency and accuracy.Facilitate onboarding communication among hiring managers, recruiting and HR Operations.Liaison with EBS administrative hub regarding payroll changes, transfers and employee benefit programs.Assist in developing HR-related written policies and procedures, as well in developing related training materials, as needed.Provide project support on ad hoc or special OED initiatives, as needed.Other duties as assigned.Qualifications

Bachelor's Degree, or an equivalent combination of education and experience, with at least five years of experience in human resources, benefits or payroll field required.Familiarity with and/or experience in personnel administration and related legal employment policies desired.Must have experience working in a human resources department with direct interaction with employees and senior management.Excellent interpersonal skills, with ability to effectively communicate with employees at all levels of the agency, colleagues and direct reports.Excellent analytical and organizational skills required.Demonstrated competency in Microsoft Office applications and capacity to undertake use of other automated human resource database systems, as needed.Experience in independently implementing and enhancing operations processes.Prior supervisory experience is a plus.
