DescriptionWhat You'll Do:As the
Program Analyst , you will perform critical program management support and business analysis as part of our team within NAVAIR's Direct and Time Sensitive Strike Program Office, PMA-242. We're looking for an experienced NAVAIR Program Analyst who wants to be part of a dedicated and driven team.
This position will require an in-office presence at NAS Patuxent River, MD on Mondays and at least one other day of the week; additional on-site presence may be required for meetings outside of these two days. Candidate must be flexible to be in the office when needed.Responsibilities include:Applying analytic techniques in the evaluation of program/project objectivesAnalyzing and tracking project/program requirements, statuses, budgets, and schedulesCollecting and interpreting data relating to aircraft/weapon/project acquisition and product programsApplying government-instituted processes for documentation, change control management, and data managementUtilizing Procurement Management Tool (PMT), initiating PIDs, following through to Award of Contracts, D.O.'s, etc.Preparing PIDs (Section B-J), CDRLs, Acquisition Plans (AP) and Justifications and Approval (J&A), Statements of Work (SOWs), GFP Justification memos, etc.Supporting reviews utilizing AMS visualizationsInputting data into TurboAcq and the Government Furnished Property ModulePreparing APBs, Program Deviation Reports, and memosCoordinating and providing inputs to the Acquisition Program Baseline RDAIS DashboardTracking the status of CDRL deliverablesEntering POM Issue information in the Dualie Issue Sheet Generator databaseScheduling and attending meetings (virtual and in person)Additional tasking may be assigned based on the needs of the government customerThe job description is not intended to be an all-inclusive list of duties and responsibilities. It is intended to describe the general nature of the position.RequirementsEducation and Experience:Bachelor's degree and at least 3 years of related experience is required. In the absence of a bachelor's degree, the following combination of education and experience are required:Associate's degree and a minimum of 7 years of related experienceWith no degree, candidates must have at least 9 years of relevant work experienceExperience with DoD and SECNAV series instructionsPrevious experience using NAVAIR Management ToolsAble to develop acquisition strategies, budget/phasing plans, and execute integrated Government schedulesKnowledge of SECNAV, OPNAV, and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programsProficient with the use of the NAVAIR Procurement Management Tool (PMT) suite (e.g., Common Spend Plan Tool (CSPT))Experience processing program acquisition, funding, and contract documentation for military programsExperience managing program/project statuses and with earned value management (EVM)High level of proficiency with MS OfficeWho You Are:You are able to establish and maintain positive relationships with internal and external customersYou have professional and effective communication skills, both verbal and writtenYou take a proactive approach to your work and you're able to accomplish tasks with limited guidance and supervisionYou have demonstrated critical thinking and problem-solving skillsYour organizational skills allow you to manage competing prioritiesASEC is committed to providing access and reasonable accommodation in its services, activities, programs, and employment opportunities in accordance with the Americans with Disabilities Act and other applicable laws.Security Clearance Requirements:This position requires U.S. citizenship and an active DoD Secret clearance. Selected candidate will be subject to a government security investigation and must meet eligibility requirements for access to classified information.Salary Range:The estimated salary range for this position will be $85,000 - $115,000annually, based on an individual's level of experience and skill set.
