in Virginia Beach, VA.This position requires some flexibility of schedule and may occasionally work hours beyond a standard workday / week.

Job Description:Responsible for overseeing all aspects of the pricing volume development efforts and development of comprehensive cost models tailored to the requirements of Federal solicitations.Develop win strategies, pricing analysis, presenting alternative strategies to support pricing and staffing decisions to leadership inclusive of price-to-win fundamentals.Schedule and facilitate pricing planning and review meetings with business unit leadership and proposal teams.Responsible for preparing/overseeing price/cost volume responses to Requests for Proposals and Requests for Quotes (RFPs/RFQs), analyzing contract requirements, special provisions, and terms and conditions to ensure compliance with RFP requirements and corporate policies.Successful candidate will report to the Director of Contracts and work collaboratively with CFO, Business Development, Finance, and Subject Matter Experts (SMEs) to ensure that all costs are captured and to provide the customer with a competitive and compliant price proposal.This position will assist in the development of the pricing strategy, identifying risks, and interpreting solicitation requirements.This position will work on opportunities covering a broad spectrum of business areas and a diverse customer base (GSA, OTAs, EWACC, etc.). The opportunities can be competitive or sole source and include task orders, fixed price, IDIQ, T&M, Cost-Type contracts, funding realignments, modifications, etc.Participate in the proposal pricing process to include: develop cost volume completion schedules; assist in development of pricing strategies; coordinate labor, subcontract, review, analysis, and compilation of cost data; prepare cost volumes.Assist in developing proposal-specific pricing strategies.Work closely with multiple groups (Contracts, Finance, Business Development and Purchasing) to ensure accuracy and coordination of cost proposals and to collect data and simultaneous proposals.Initiate and manage pricing data calls for subcontractors. Prepare subcontractor RFPs by analyzing contract requirements, special provisions, and terms and conditions to ensure compliance with appropriate laws, regulations, and corporate system policies and procedures.Work with Proposal Operations to integrate price proposal and program strategy into a winning proposal.Responsible for collecting cost and pricing data, developing the structure of the cost proposal, interfacing with technical and operations staff to understand the scope of work.Ensure compliance with cost estimating policies/procedures; support audits/participate in cost proposal clarifications/negotiations.Perform other duties as assigned.

Qualifications:

Must have a Bachelor's Degree in business administration, related field or equivalent related experience and at least 5 years of experience.

In Lieu of education at least 4 years of additional experience in related field.Must have thorough understanding of Government contracting processes and procedures.Must have familiarity with a broad spectrum of contract types and commercial pricing including, but not limited to, Firm Fixed Price (FFP), Time and Materials (T&M), Cost Plus Incentive Fee (CPIF), and Cost-Plus Fixed Fee (CPFF) contracts. Experience with the following: IDIQ, MAC, Task Orders.Must have experience with OCONUS, GSA and SCA proposals.Must have demonstrated knowledge of Government proposal development.Must have in-depth knowledge of MS Excel.Must have the ability to lead pricing review meetings with President/CEO, CFO, Business Development, Finance, and Subject Matter Experts (SMEs).Must have familiarity with Government Cost Accounting Principles and the FAR/DFAR.Must have the ability to multi-task, prioritize, and lead others in duties.Must be able to demonstrate an in-depth understanding of pricing concepts and principles to include direct and indirect rate structure and the build-up of fully burdened labor rates.Must have the ability to work as an individual and on a team.Must have flexibility to work non-traditional hours when necessary in an often stressful, deadline-oriented environment.Must be able to analyze trends and interpret contract data and develop Price to Win strategies.Must have knowledge and understanding of RFQs, Delivery Orders, Modifications, Cost/Price analysis, and related negotiation memorandums.Must have an excellent customer service experience, positive attitude, communication skills, and interpersonal skills; must be able to pay attention to detail.

Desired Qualifications:

5 years of previous government contracting experience, preferred.Experience with ProPricer, preferred.In-depth knowledge of MS Excel; Experience with ProPricer, preferred.Experience in using Deltek Costpoint software, preferred.GSA experience, preferred.Experience supporting business development efforts and proposal processes within the U.S. Defense services industry, preferred.Familiarization with Shipley & Associates Proposal Development methodology, preferred.Experience with GovWin, preferred.Experience with Price to Win Analysis inclusive of direct labor, indirect rates, and fees, preferred.Detailed knowledge of source selection/ evaluation process including cost and price analysis, preferred.

Travel Requirements:

Up to approximately 10%If position requires travel by domestic flight or access to secure federal facilities/military bases, candidate must be able to obtain (by start of position) and maintain appropriate identification credentials, such as REAL ID. Pay Range:

$100,000 - $120,000 per year
