Contracts Manager
in Virginia Beach, VA.Job Description:Responsible for pre and post-award contract management of government contracts.Participates in proposal preparation, to include review of request for proposal (RFP) requirements, pricing strategies and cost narratives.Reviews and negotiates contractual terms and conditions.Monitors contract performance for conformance to original proposals, compliance with legal requirements, customer specifications and government regulations.Prepares and disseminates information regarding contract status, compliance, modifications, and contract closeout.Coordinates with corporate and line departments and customer representatives on a routine basis.Qualifications:Must have a bachelor’s degree in Business Administration or a related discipline, and minimum of 8 years of prior experience in federal government contract administration. In lieu of a degree, 10 years of equivalent related experience; and at least 8 years of prior experience in federal government contract administration.Must have experience with Firm Fixed Price (FFP), Time and Materials (T&M), Cost Plus Incentive Fee (CPIF), and Cost Plus Fixed Fee (CPFF) type contracts.Must have experience with Subcontract Agreements, Teaming Agreements, Non-Disclosures and Reseller Agreements.Must have knowledge of FAR/DFARS and how it pertains to contracts.Must be able to identify risks and issues to Senior Management; suggests alternatives or process improvements.Must be able to analyze trends and interpret contract data.Must have knowledge and understanding of GSA Schedules, RFQs, RFPs, Delivery Orders, Modifications, Cost/Price analysis, and related negotiation memorandums.Must have demonstrated experience with detailed pricing and be able to develop proposal-specific pricing strategies.Must have the experience and demonstrate abilities to conduct price research for specific proposal requirements.Must have a strong knowledge and use of all Microsoft Office Suite products, specifically Excel skills.Must have excellent analytical and problem-solving skills.Must have an excellent customer service attitude, communication skills, and interpersonal skills; must be able to pay attention to detail.Must have excellent organizational and time management skills.Must have the ability to work independently and make timely and sound decisions.Desired Qualifications:Experience in using Deltek Costpoint software preferred, specifically in the CRM & Contracts Module.GSA contract administration experience must include adding SINS, Price Reduction Clauses, Most Favorite Customer, Quantity Discounts and other related with GSA.Preferred experience working with Service Contract Act (SCA) contracts.Security Requirements:Must be eligible to obtain and maintain a DoD Secret Clearance.Travel Requirements:Occasional travel; 10% or less.If position requires travel by domestic flight or access to secure federal facilities/military bases, candidate must be able to obtain (by start of position) and maintain appropriate identification credentials, such as REAL ID.Physical Requirements:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.Remaining in a stationary position, often standing, or sitting for prolonged periods.The employee is frequently required to walk.Required to use hands to finger, handle, or feel; reach with hands and arms.Repeating motions that may include the wrists, hands and/or fingers.Required to climb or balance; stoop, kneel, crouch/crawl and talk/hear.Require moving objects up to 50 pounds.Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus.Valkyrie strictly adheres to a policy of equal employment opportunity.
