Plans, organizes, and directs the daily operations of the human resources team, comprised of 3.0 FTE career employees. Provides leadership, counsel, and analysis in the hiring, termination, discipline, training, and motivation of DFSS' approximately 350.0 FTE career and limited employees and 25.0 FTE student assistants. Provides the overview and vision for DFSS training and development programs. Oversees the preparation and submission of a balanced Staffing Report to Central Budget and Planning on behalf of all DFSS departments. On behalf of DFSS, oversees recruitments, on-boarding, payroll, timekeeping, classification, compensation, merit, wage implementations, leave and Workers' Compensation administration, labor relations, terminations, training, and motivation of employees to ensure consistency in application across departments. Engages with all levels of DFSS management to understand each department's personnel-related challenges and provides targeted support and guidance, with functional responsibility for coordinating the delivery of human resource related actions, in collaboration with Central Human Resources. Identifies and evaluates employee relations issues that have a risk of becoming problematic for the department. Consults and works jointly with DFSS supervisors to develop strategies and solutions regarding employee issues.
