The Adversary Intelligence Department (N926) has the mission to provide deep technical and regional analysis on emerging threats to the United States and its interests in support of USG policy, strategy, integrated capabilities, test & evaluation, and resource investments. Our vision is to enable national security policymakers to anticipate and prepare for future adversarial threats by revolutionizing intelligence analysis and capabilities, empowering them to see beyond the horizon and confidently navigate emerging national and global challenges. This Intelligence Community (IC) Requirements SME position, based in McLean, VA, will support our sponsor through research, analysis, and community outreach on topics related to SIGINT and/or MASINT data collection and distribution in support of IC missions.

Roles & Responsibilities:

Review and validate system requirements for major acquisitions and provide SIGINT and/or MASINT subject matter expertise

Support trade space assessments and independent Verification & Validation (V&V) efforts specifically related to SIGINT and/or MASINT data collection and distribution in both the space and ground layers, and develop and present analytically based conclusions and recommendations

The position involves extensive collaboration across the IC and DoD components and requires experience working with multiple Agencies, Departments, and external partners to help them develop requirements capability documents to be validated

Provide recommendations on future overhead system architecture needs

Apply technical competencies in intelligence requirements and intelligence processes to inform acquisition decisions on future capability needs

Basic Qualifications:

Active TS/SCI with CI Polygraph

Typically requires a Bachelor’s degree and a minimum of 8 years of related experience; or 6 years and a Master’s degree; or 3 years and a PhD; or an equivalent combination of related education and work experience

Familiarity with the IC’s acquisition requirements process; to include the Intelligence Community Capability Requirements (ICCR) process, and the DoD’s Joint Capabilities Integration and Development System (JCIDS) process

Understanding of relevant topics: overhead system architecture, SIGINT, MASINT

Strong critical thinking, analytic, and problem-solving skills – comfortable working in dynamic settings where task objectives may evolve or need to be shaped, or creative solutions to task impediments must be identified.

Excellent interpersonal and technical communication skills, with the ability to write technical reports, present briefings, and persuasively speak to audiences of all backgrounds, including executives or senior sponsors

Ability to work collaboratively in a team environment

This position has an on-site requirement of 5 days a week on-site.

Preferred Qualifications:

Prior involvement in the IC’s acquisition requirements process; to include the Intelligence Community Capability Requirements process, and/or the DoD’s Joint Capabilities Integration and Development System process

Prior experience working for IC organizations executing SIGINT-enabled missions

Extensive knowledge of the IC and DoD’s Overhead architecture
