The Hampton Roads Connector Partners JV (HRCP) consisting of VINCI Construction, Dragados, and Flatiron has been selected to construct the $3.8BN Design Build project -the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT).
The project scope across a 9-mile section of the I-64 will include: a new 3.5-mile bridge-tunnel crossing that will accommodate a total of 8 lanes of capacity across the water, replacement of the existing marine approach bridges and the addition of a third lane on I-64 in each direction. The twin 45 diameter 1.5-mile tunnels will be bored by TBM, creating the second largest TBM tunnel opening for a TBM in North America.
Primary Responsibilities:
Serve as a dependable resource for craft employees and their managers with employee relations and EEO initiatives Investigate and resolve internal complaints and/or violations of policies in a timely manner, prepare report of findings and recommend actions/solutions Provide guidance in the resolution of complex employee relations issues and advise management in the areas of employee coaching, performance management and disciplinary actions Benefits administration: Support HR Admin with benefits broker and vendors to support employees in resolving benefit-related issues, assist with Open Enrollment, ensure timely completion of self-enrollment in the benefits system Cultivate and maintain relationships with management of all levels, employees and other stakeholders on the project Communicate and implement company policies Continually identify opportunities to improve work processes, policies, procedures and HR services Provide backup support with employee status changes (i.e. promotions, terminations, leaves of absence) Support the talent management process through full life cycle recruitment of hourly craft and foremen positions - assist the new employee onboarding process as needed, participate in career fairs and other candidate outreach activities Develop a strong understanding of industry trends and the impact to employee retention, engagement and employer branding Facilitate New Employee Orientation for craft and foremen when needed Perform other duties as required and assigned; participate in special projects as needed Skills & Abilities:
Proactive and solution-oriented Ability to define problems, collect data, establish facts, and draw valid conclusions Ability to work effectively in a team setting as well as independently - set goals, prioritize, organize and accomplish work with general and/or limited direction Ability to maintain a high degree of confidentiality Ability to travel between project sites on a regular basis Ability to multi-task and work in high pressure, dynamic environment Ability to work long and irregular hours if needed, including evenings and weekend Minimum Qualifications
Associate's degree in a related discipline from an accredited institution Prior experience working in a professional human resources and/or recruitment role Knowledge of federal, state and local employment laws Strong PC proficiency with intermediate or better skills in MS Office products Experience working with HRIS, ATS and Time & Attendance Systems Working knowledge of processes related to Employee Benefits, Training, Performance Management and Payroll Preferred Qualifications
Bilingual in Spanish highly preferred Bachelor's degree in a related discipline from an accredited institution Minimum three year experience in a similar professional Human Resources role Minimum one year experience in EEO investigations and compliance Familiarity with the Davis Bacon Act and Wage Determinations Experience working in the civil construction industry Exceptional judgment, discretion and professional courtesy Benefits:
