Position Title: Joint Command and Control (C2) Technical Analyst SME
Job Description:
We are seeking a highly skilled Joint Command and Control (C2) Technical Analyst to provide comprehensive support in the analysis, assessment, and recommendation of command and control systems. In this role, you will be responsible for evaluating technical aspects of C2 systems to support portfolio management and acquisition decisions. Your expertise will contribute to critical processes such as Integrated Acquisition Portfolio Reviews (IAPRs) and Competitive Advantage Pathfinders, ensuring the seamless integration of user segments, mission management, and ground infrastructure in support of Assistant Secretary of Defense for Science and Technology
Responsibilities:
- Conduct technical analyses and assessments of command and control systems, providing recommendations to enhance performance and supportability.- Prepare written deliverables, including documents and briefings, tailored to the needs of decision-makers.- Evaluate cost, schedule, performance, and supportability of C2 systems and portfolios, reporting status updates to Leadership.- Offer expert technical advice and assistance on joint service, allied, and coalition command and control portfolios and architectures.- Facilitate data discovery, technical exchanges, and information sharing to improve acquisition, technical, and portfolio management oversight.- Support various elements of the Defense Acquisition System (DAS) and Joint Requirements Oversight Council, including the Planning, Programming, Budgeting, and Execution (PPBE) process.- Assist in the formulation of strategic planning guidance, policy development, budget advocacy, and execution documentation.- Contribute to the legislative process by compiling data for use in drafting testimony, appeals, and responses to congressional inquiries.- Research existing DoD policies, instructions, and directives related to acquisition and enterprise management functions of command and control capabilities.- Facilitate and support working groups and governance bodies internal and external focused on Joint C2, including the Joint All Domain C2 Cross Functional Team and the C2 Senior Steering Group for Acquisition (C2 SSG-A).- Engage in supported governance structures such as the DMAG, JROC, and Joint All Domain Command and Control (JADC2) CFT.- Provide counsel, participation, and support for special access program (SAP) activities, including portfolio management.
Qualifications:
- Bachelor's degree in a relevant field; advanced degree preferred.- 10-15+ years of experience in command and control systems analysis and portfolio management.- Active TS/SCI clearance required.- Strong understanding of defense acquisition processes and governance structures.- Excellent written and verbal communication skills.- Ability to work effectively in a collaborative, fast-paced environment.- Proven ability to provide expert technical advice and support to senior leadership.- Familiarity with DoD policies, instructions, and directives related to command and control capabilities.
