Job Title: ISR Enterprise Subject Matter Expert
Job Description:
We are seeking a highly skilled ISR Enterprise Subject Matter Expert to provide technical expertise and strategic guidance in support of national and military Intelligence, Surveillance, and Reconnaissance (ISR) initiatives for the Assistant Secretary of Defense for Science and Technology. As an integral member of our team, you will play a critical role in shaping the acquisition decisions and portfolio management strategies for ISR systems and networks.
Key Responsibilities:
- Conduct technical analyses, assessments, and recommendations for network and communications systems, focusing on ISR Enterprise requirements.
- Provide written deliverables such as documents and briefings to support portfolio management and acquisition decisions, ensuring timely delivery and high quality for decision making at the Under Secretary of Defense for Acquisition & Sustainment level.
- Evaluate cost, schedule, performance, and supportability of ISR systems and portfolios, reporting outcomes and status to DASD Leadership.
- Offer technical advice and assistance on joint service, allied, and coalition ISR programs and architectures.
- Support data discovery efforts and facilitate information sharing to enhance acquisition, technical, and portfolio management oversight of ISR systems and networks.
- Contribute to Defense Acquisition System (DAS) processes, including Joint Requirements Oversight Council activities and Planning, Programming, Budgeting, and Execution (PPBE) process for the National and military ISR enterprise.
- Assist in the legislative process by compiling data and providing support for congressional inquiries, Inspector General Audits, and General Accountability Office investigations.
- Assess interoperability, integration, design, systems engineering, and performance capabilities of military ISR systems and portfolios, including support for modeling and simulation activities.
- Engage with relevant governance structures such as DMAG, JROC, DAB, and others as assigned.
- Provide counsel and support for special access program (SAP) activities, including portfolio management tasks.
Qualifications:
- Bachelor's degree in a relevant field; advanced degree preferred.
- 10-15+ years of experience in ISR systems and networks, with a focus on technical analysis, acquisition, and portfolio management.
- Active TS/SCI clearance required.
- Familiarity with OSD processes and DoD policies, instructions, and directives related to Information Operations Cyber domain.
- Strong communication and collaboration skills, with the ability to interact effectively with stakeholders at all levels.
- Experience working with artificial intelligence and machine learning technologies preferred.
