The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

POSITION OVERVIEW

The New York City Department of Health and Mental Hygiene's (DOHMH) Division of Information Technology and Bureau of Early Intervention (BEI) are seeking a qualified .Net Developer to help create a new interface for management of EI referrals originating at the point of care at NYC outpatient sites in support of its EHR-Based Referral Project (EHR-EI).

This project started as a collaboration with Health and Hospitals (H+H) and, with support from Robin Hood Foundation, Tiger foundation and The Viking Foundation, has expanded to include additional H+H sites as well as sites at 4other Health Care Systems. The goals of EHR-EI are to facilitate and increase direct referrals to the Early Intervention Program (EI) from pediatric practices, improve family retention during the referral and evaluation period, and provide participating providers with timely feedback on the status of children they have referred.

The position will be housed within DOHMH's Division of Information Technology (DIT), which aims to align technology solutions with the DOHMH mission by prioritizing resource use and deploying innovations that facilitate the agency's day-to-day activities and enhance staff productivity and efficiency. DIT's goal is to provide users with a reliable, stable, and safe computing environment, through the collaboration of the Bureau of Technology Strategy & Project Management and provide business analysis and IT project management services to define and deliver IT solutions that meet all program needs.

POSITION OVERVIEW

This qualified .Net Developer will help create a new interface for management of EI referrals originating at the point of care at NYC outpatient sites. This interface will be developed in collaboration with Health + Hospitals but designed to facilitate adoption across the NYC healthcare landscape and aims to expedite enrollments in the Early Intervention program as well as render up-to-date reports of referral status and child progress to the referring pediatric physicians. This is a grant-funded position through June 30, 2025.

RESPONSIBILITIES

The developer will work onsite with DOHMH staff to properly capture issues and assist with resolution. The developer will ensure proper follow-up occurs and that all issues are resolved within an estimated timeframe. In addition, the developer will:Modify and develop .NET code for various .NET applications to meet the business needs.Work with a DBA in performance tuning the existing SQL database structure.Collaborate with other software developers, business analysts, software architects, and IT professionals to implement practical solutions.Ensure that all solutions are lightweight, scalable, and built to a high level of quality.Ensure security is being factored into each step of the software development process for various systems.Create estimates on time and effort to complete assignments based on end-user requirements.Design and develop new solutions utilizing Web Services.Assess the Customers' knowledge of Azure platform and overall cloud readiness to support customers through a structured learning plan and ensure its delivery through partners.The position is full-time through June 30, 2025and may be remote 2 days per week.

Candidates are required to attend an in-person interview at DOHMH site at 42-09 28th Street, Long Island City, NY.

QUALIFICATIONS

Experience working on multiple and simultaneous intranet and public-facing web applications built in .NET of varying degrees of complexity and priorities s required. Technologies include C#, .NET 6 and above, Angular, MVC5+, ADO.net, Web Services/Web Rest APIs, HTML, CSS, Javascript, JQuery, Bootstrap, Microsoft SQL.Demonstrated expertise in integrating and ensuring interoperability with Electronic Medical Record (EMR) or Electronic Health Record (EHR) systems.Knowledge of HL7 interoperability and integration.Knowledge of EPIC and familiarity with EPIC interoperability interfaces preferred.Development of intricate ETL (Extract, Transform, Load) data transformations using SSIS, along with the implementation of stored procedures.Proven ability in conducting performance tuning to optimize system efficiency.Proficient in creating and developing Microsoft SSRS reports.Development of stored procedures integral to applicationsSALARY
