Do you have a background working in stormwater management? This position oversees the Project Management and Environmental Compliance working groups that are focused on planning and implementing projects to improve flood and water quality levels of service, and ensuring the county complies with permit requirements for completed projects. Direct and manage professional/technical groups to achieve the goals of the Stormwater Environmental Utility (SEU).
Formulate, implement, and monitor policies and procedures for the day-to-day operation of various programs.
Support division manager with preparation of annual operating budget, Capital Improvement Program budget and planning, and strategic planning.
Develop project scopes of work, budgets, and schedules including collaboration with the Capital Projects department on design, permitting & construction in support of water quality improvement and flood mitigation goals of the SEU.
Contribute to County NPDES permit annual report.
Collaborate with the Grants team on grant identification, application, and management.
Oversee Navigable Waterways Program oversight; watershed master planning; and tracking of stormwater legislation.
Provide leadership and technical guidance and is responsible for hiring, workload, training and development, coaching, and performance reviews.
Technical support for the selection of appropriate and cost-effective stormwater best management practices.
Technical support for water quality and ecological projects.
Manage and/or support watershed plan development.
Collaborate with National Estuary Programs, SWFWMD, FDEP, and other regulatory agencies on existing projects and planning.
Serve on technical advisory committees and/or management boards such as the National Estuary Programs (NEPs) or committees for organizations such as the Florida Stormwater Association.
Work Hours: Monday - Friday, 8:00 a.m. - 5:00 p.m.
About You
Minimum Qualifications:
A Bachelor's Degree from an accredited college or university in Biology or Environmental Sciences, or a highly related field AND four (4) years of job-related experience.
-OR- Associate's degree from an accredited college or university AND six (6) years of job-related experience.
-OR- Professional-related experience may substitute for the required degree on a year-for-year basis.
Two (2) years or more of supervisory experience in the related field.
A valid Florida Driver's License at the time of hire.
Preferred Qualifications:
Strong understanding of Stormwater practices, environmental water quality, stream restoration and natural channel design, and ecological matters important to southwest Florida estuaries and watersheds.
Technical knowledge of effectiveness and cost of current best management practices to reduce nutrient pollution.
Project management and environmental compliance knowledge and experience, and general GIS (ArcMap) knowledge and skills.
S ubject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment for a period of five (5) years.
About Everything Else
Starting Pay Range: $74,484.80 - $83,000.00/ annually, based on experience
