Job Description
Timmons Group is currently seeking a Construction Engineer to join our Infrastructure Transportation Group located in our Richmond, VA office location.
A Construction Engineer oversees the construction phase of the project from a contract administration perspective once our design teams complete their approval process. The projects may involve sensitive political or environmental concerns, project coordination with property owners, dry utility companies, and local county and state agencies. The Construction Engineer works for the Timmons Group Project Manager as the project transitions from approval to bidding and through construction. The Construction Engineer manages all necessary documents associated with each project. The documents will include, but not be limited to: Bidding Documents, Payment Requisition Recommendations, Requests for Information (RFI’s), Change Orders (CO), Potential Change Orders (PCO’s), Submittals, Daily Work Reports (DWR), Punch Lists, Project Closeout Completion Letters, Bond Release, Meeting Minutes, Monthly Progress Reports, Loan Draws, Escrow Fund Releases, Material Inspection Reports and correspondence with various governmental agencies. The position receives direction from the Design Project Manager, however, may be required to make independent decisions and communications with external parties.
Essential Duties and Responsibilities of a successful candidate include but are not limited to:
· Prompt, concise and accurate communication with Client, Project Stakeholders, Project Manager, Inspectors and contractor
· Develop construction contract documents so that the project can be bid/negotiated with a contractor
· Maintain, review and respond as necessary to all project documents including RFI’s, material submittals, as-built plans, contractor pay requisitions and change orders
· Attend and facilitate Pre-construction meetings, Progress Meetings and other construction project related meetings with owners, contractors, sub-contractors, governmental agencies, etc. to prosecute the project
· Resolve field construction issues including frequent communication with the owner, contractor, public, utility companies, project engineers and agencies having jurisdiction
· Prepare field directives/sketches for contractor
· Apprise the Timmons Group Project Manager of the project’s progress and seek direction on all salient issues
· Review pre-bid project plans for constructability and offer suggestions to the Timmons Group Project Manager
· Review bid tabulations and recommend award to owners
· Visit construction sites and document pertinent observations
· Perform other duties as assigned
· Cost Estimating and review of contractor’s pricing
· Construction schedule building and review of contractors proposed schedules
Skills/Requirements of a successful candidate include but are not limited to:
· Graduation from college or equivalent with a bachelor’s degree, with 5+ years additional training / experience in drainage, grading, earthwork, and transportation/utility work preferred, but not required
· Professional Registration is beneficial, but not required
· Progressively responsible experience independently coordinating, scheduling and managing documents control in a wide variety of construction projects.
· Working knowledge of office software (MS Word & Excel) and associated equipment
· Considerable knowledge of drainage, grading, earthwork operation, roadway and utility construction methods, materials, standards and construction symbols and terminology
· Working knowledge of state and federal safety, environment, and EEO/DBE guidelines and regulations
· Must be able to read, understand and interpret civil engineering plans, architectural plans and contract specifications
· The ability to think logically and systematically through the various phases of a project.
· Ability to prepare and allocate time and effort across multiple projects in multiple geographic locations and prioritize daily and weekly tasks is required
· Must possess a valid state driver’s license and be able to drive a vehicle
· A current working knowledge of prevailing market rates for major cost items (earthwork, pipe installation, site concrete, etc.) for site construction projects is a plus
· Familiarity with VDOT Road and Bridge Standards and Construction specifications is a plus
· Prior experience with engineering design a plus
· Experience with CAD software such as AutoCAD Civil 3D is a plus
· Working knowledge of MS Project (or equal) is a plus
