Florida educators must be certified to teach in our public schools and in many of our private schools. The Bureau of Educator Certification (BEC) is committed to providing timely, accurate, and efficient services to all constituents.Description:In this position, the candidate will serve as a Director of Policy and District Support to provide assistance to school districts in the area of educator certification and carrying out administrative remedies as needed. In this capacity, you will assume critical responsibilities related to the implementation of the requirements of state laws specifically as defined by Florida Statutes and State Board of Education Rules.The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions.The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the team.The employee must interact courteously with others.General Responsibilities:This position interacts with all facets of the educator certification process, assumes a leadership role in the development and interpretation of certification policies and procedures, develops and presents training programs to both internal and external customers, and directly assists the Bureau Chief as needed.This position requires strong leadership skills to support a team of four members as well as provide ongoing training and guidance.This position requires excellent communication skills, independent judgment, and thorough knowledge of all laws and rules pertaining to the certification process.This position will collaborate with internal and external stakeholders to understand educator certification policies.This position must work independently in a fast-paced environment.Attendance is an essential function of this position.Specific Responsibilities:Provide technical guidance to districts for the most sensitive and complex situations.Coordinate training of Bureau and District staff on policies.Develop and conduct comprehensive “partnership” training programs for district and university personnel regarding implementation of the certification process.Assist with the analysis and interpretation of legislation.Attend legislative committee meetings, provide information upon request and prepare summaries of the proceedings.Assist in the development of State Board of Education Rules.Coordinate development of Bureau policies for implementation of changes in Florida Statutes and State Board of Education Rules that govern the certification process.Work closely with senior leadership on policy implementation.Research complex certification issues to determine appropriate resolutions.Provide technical assistance to other offices within the Department, committees, review teams, and other education entities.Serve as a management member of the Bureau’s team, for continuous process and system improvements and increased production and efficiency.Represent the Bureau upon request at national and regional conferences, institutes, and meetings of professional organizations.Serve as back-up emergency buddy with the Bureau Chief on all emergency management tasks.Performs other duties assigned.Knowledge, Skills, and Abilities:Must have excellent working knowledge of Microsoft Office Suite.Knowledge of Florida State Board of Education Rules and procedures governing issuance of Florida Educator Certificates.Ability to organize work activities, to communicate effectively both verbally and in writing, to exercise mature judgment, to work independently, and to establish and maintain effective working relationships with others.Ability to prioritize collaboration and workflow over individual productivity.Minimum Qualifications:Certification policy experience.Preferred Qualifications:Bachelor’s degree or higher.Strong knowledge of educator certification statutes and rules.Experience with certification management systems.APPLICATION NOTES:Candidate Profile (application) must be complete in its entirety.Include supervisor names and phone numbers of all periods of employment.Account for and explain any gaps in employment so that the hiring process is not delayed.
