IT Programmer Analyst II

is the full performance level of work designing, developing, testing, implementing, and maintaining applications and programs using generally accepted computer programming languages or other developmental tools. The use of generally accepted computer languages or other developmental tools may include third and fourth generation languages such as, but not limited to: .NET technologies, ASP.NET, C#, JavaScript, SQL, Angular, REST API, PowerShell and Azure PowerPlatform.Duties include, but are not limited to:Analyze, design, develop, test, document and support applications.Provide technical leadership and guidance to the software development team, following SDLC Principles, including analyzing requirements, recommending technical solutions, reviewing code, and introducing new technology.Write technical documentation and standard operating procedures.Research and recommend software technology and architecture to management.Coordinate enterprise software applications development and source code control.Provide technical support to departments as needed.Employees are subject to being on call 24 hours a day must be willing and available to work evenings, weekends and holidays.The current vacancy exists at MDOT TSO, Office of Transportation Technology Services, which is located in Hanover, MD. MINIMUM QUALIFICATIONS:Education:

Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.Experience:

One (1) year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

*Six (6) months of this experience must have included experience utilizing established development tools, guidelines and conventions including but not limited to: C#, ASP.Net, Azure, JavaScript or PowerShell.*Selective Qualification recruitments are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skills, and abilities). No substitutions are allowed for a Selective Qualification.The ideal candidate will possess:Strong technical and analytical skills in ASP.NET, C#, JavaScript, SQL, Angular, REST API, PowerShellFamiliarity with Azure PowerPlatformExperience in Scrum or Agile DevelopmentMicrosoft Certified preferredGood interpersonal skillsAbility to work with a significant level of detailAbility to work with a high degree of independenceAbility to communicate effectively, both verbally and in writingConsideration for employment may be based solely on the contents of your application. If you have held more than one position at the same employer, please list each position that you held and the length of time that you held each position.Notes:Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education; or candidates that lack high school or equivalency certificate may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining, hardware and software, on a year-for-year basis for a high school education.Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.U.S. Armed Forces military service experience as defined under the Experience Requirement of the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.Licenses & CertificationsEmployees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the state of Maryland.Special Requirements:Employees are subject to being on call 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached. Employees must be willing and available for duty at such hours, day or night, as may be required to maintain continuous and safe operation of a facility.Eligible applicants may be subject to a background investigation under federal or state laws regulations.
