The Vice President (VP) for Strategy and Risk Management plays a critical leadership role in aligning HMS’ long-term strategy with risk management practices to ensure sustainable growth and resilience. This executive is responsible for implementing the company’s strategic direction, managing enterprise risks, and ensuring that both strategy and risk management frameworks are integrated into business operations and decision-making processes.

The VP will work closely with the Chief Executive Officer (CEO) to develop and monitor the organization’s strategic initiatives, identify risks and opportunities, and drive organizational alignment with the company’s vision and goals. This position requires a forward-thinking leader who can balance proactive risk management with the pursuit of strategic growth.

Responsibilities/Duties:

Strategic Planning and Execution:

Working with the CEO and Board, develop strategic plans, and ensure the company's mission, objectives, and profitability are advanced.

Revise and execute the company’s long-term strategy, working with senior leadership to refine the organization’s vision, mission, and goals as needed.

Coordinate strategic planning initiatives by conducting market analysis, identifying opportunities for growth, and propose alignment of business units around strategic priorities.

Oversee implementation of key strategic initiatives, ensuring they are delivered on time and meet performance objectives.

Monitor progress toward strategic goals, adjusting plans as necessary to respond to changes in the market or business environment.

Develop and present strategic recommendations to the CEO, board of directors, and other stakeholders.

Collaborate with cross-functional leaders to ensure alignment between strategy, risk management, and day-to-day business operations.

Enterprise Risk Management (ERM):

Identifying strategic threats and risks, and developing plans to mitigate them.

Implement strategies to prevent, protect against, respond to, recover from, and mitigate risks.

Lead the design and/or revision, implementation, and management of a comprehensive enterprise risk management (ERM) framework to identify, assess, and mitigate risks across the organization.

Conduct regular risk assessments and scenario planning to evaluate potential threats and opportunities that could impact the organization’s strategy and performance.

Collaborate with the leadership team to ensure risks are integrated into the strategic decision-making process.

Oversee the development of risk mitigation strategies for financial, operational, technological, reputational, and contractual and legal compliance risks.

Ensure the organization complies with all relevant contractual, regulatory, and requirements by developing policies and procedures to manage compliance risks effectively.

Identify opportunities for continuous improvement in both strategy execution and risk management practices.

Ensure that employees across the organization understand the company’s strategy and risk management practices, creating training and awareness programs as needed.

Corporate Governance and Compliance:

Provide risk and strategy insights to the board of directors, ensuring that governance structures support the organization’s risk appetite and strategic priorities.

Ensure compliance with local, state, and federal regulations, working closely with legal, compliance, and audit teams to mitigate legal and regulatory risks.

Collaborate with the CEO, Chief Financial Officer (CFO), and as directed by the CEO, legal team to ensure that risk management practices align with financial and legal policies.

Education/Training/Experience:

Extensive professional experience in leadership roles.

Education may vary; but a minimum bachelor’s degree is required and advanced degree in business administration, finance, or law is preferred.

Must possess at least ten years of experience with government contracting with at least five years being at a senior management level.

Excellent managerial and financial skills.

Superlative communication skills, particularly the ability to communicate as a leader.

Ability to take a problem or task and break it down into smaller elements to solve the problem or complete the task.

Thorough understanding of management and financial practices in all areas and phases of business operations.

Strong analytical skills and experience interpreting a strategic vision into an operational model.

Deep understanding of business operations for government contractors.

An effective communicator at all levels in the organization, with strong oral and written skills.

Understanding of and experience with reading, interpreting, negotiating, and overseeing contracts including strict compliance with contract terms and conditions.
