Job Summary
The Human Resources Director is a key leadership position responsible for overseeing and managing the human resources functions for the City of South Burlington and leading all HR services for the city’s departments, employees, volunteers and elected or appointed officials. Key components of this position will be to align strategies and develop best practices for: implementing the organization’s mission, talent acquisition and recruitment, benefits administration, workforce development and training, workers compensation, and compliance in a Union environment. As a member of the Executive team, the HR Director will foster and reinforce a positive workplace culture, support employee engagement, and ensure compliance with relevant labor laws, legislation and regulations.
Examples of Duties
Act as the Department Head of the Human Resources Department. Supervise and direct the Human Resources Generalist to create a city-wide culture of mutual respect, teamwork, and pride, with a focus on customer service, efficiency, and excellence.
Create, interpret, enforce, and revise human resources policies and procedures, the Employee Handbook, and Union contracts.
Coordinate with department heads, the City Attorney, and the management team to develop and advocate for management priorities in collective bargaining.
Implement and provide staff support in effectively managing active collective bargaining agreements and helping reach positive grievance outcomes for management and employees.
Responsible for strategic recruitment, hiring, onboarding, and retaining all city employees with a focus on ensuring that our workforce best represents our diverse community.
Coordinate and implement all benefits administration including leading efforts around the City’s captive health insurance plan and the employee Health Center.
Manage workers’ compensation claims, insurance coverage, and safety and risk management improvements. Ensure a member of the HR staff is represented in the citywide Safety Committee and collaborate with the City Safety Officer (Facilities Manager).
In partnership with Finance, implement efficient payroll systems and ensure payroll is processed accurately. Human Resources has the primarily responsibility for ensuring HRIS/payroll system is accurate and in compliance with all HR rules, regulations, union contracts, employment law.
Provide for staff training, development, and evaluation needs and coach managers in providing the same.
Provide excellent general employee and management human resources support.
Ensure compliance with applicable state and federal employment laws including providing accurate and timely data tracking and reporting.
Assist in leading the City’s efforts to provide equitable and inclusive services to all employees and residents of the City.
Financial responsibility for preparing, and managing department HR budget, authorizing payment of invoices and special payments.
Demonstrated knowledge and experience with payroll laws, regulations and procedures to ensure compliance.
Minimum Required Qualifications
Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field required, plus a minimum of five years of experience in human resources leadership and administration, preferably in a municipal setting.
Certification as a Human Resources Professional (SHRM, HRI or similar) preferred.
Supplemental Information
Demonstrated proficiency in Federal and State laws, and strong health and safety experience (OSHA compliance).
Experience working with and recruiting diverse employee teams that reflect the community.
Ability to communicate effectively with the skills to present ideas and findings clearly and concisely.
Demonstrated ability to establish and maintain effective working relationships with a wide array of individuals and groups.
Knowledge of the collective bargaining process and administering collective bargaining agreements.
Track record of creating and implementing policies and guidelines and focusing on continuous quality improvement.
Strong people and project management skills and ability to lead a wide variety of projects, both independently and in a team environment.
Demonstrated ability to maintain confidentiality.
