HUMAN RESOURCES DIRECTORThe City of Warren is accepting applications without regard to race or sex for the position of Human Resources Director. This position oversees, leads and manages the Human Resources Department which includes the functions of recruitment, promotions, payroll, benefits administrations, labor relations, risk management, employee wellness and workplace safety.SUPERVISION RECEIVED:

Work is performed under the Mayor.SUPERVISION EXERCISED:

Over employees of the Human Resources Department.TYPICAL EXAMPLES OF WORK:Required to attend all City Council meetings.Make recommendations and presentations to the City Council as required to support the City’s operations.Required to attend all general employee Civil Service meetings and hearings.Interprets and implements personnel policies and work rules.Communicates with department heads concerning Human Resources and Labor Relations issues.Negotiates collective bargaining agreements and responses to labor organization proposals.Conducts research and interviews for discipline, Loudermill hearings and employee complaints.Executes layoffs, terminations, promotions, transfers, demotions, employee discipline and recalls of employees per collective bargaining agreements, Civil Service Rules and Regulations and State and Federal laws.Oversees the preparation of the budget for Human Resources annually.Oversees the safety committee.Implements employee training programs for compliance with federal, state and local laws.Responsible for compliance with federal and state directives such as Americans with Disabilities Act, Freedom of Information Act requests, Family and Medical Leave Act, Paid Medical Leave Act, Anti-discrimination Laws, EEOC, USERRA, HIPAA and FLSA.Represents the City in grievance proceedings.Oversees procedures for maintaining records, applicant files, personnel files, employment surveys, etc.Administers the City’s drug and alcohol testing programs.Directs the administration of the employee group health, dental and life insurance plans.Monitors the City’s personnel rules and regulations; makes appropriate recommendations for change.The above statements are intended to describe the general nature and examples of work to be performed. They are not to be construed as an exhaustive list of job duties.The Human Resources Director is an appointed position by the Mayor and will comply with any changes or additional job assignments given by the Mayor to the Department of Personnel and Risk Management as directed.DESIRABLE QUALIFICATIONS:Considerable knowledge of government operations, public administration, labor law, budgeting practices, municipal benefit plans, EEOC and ADA rules and regulations.Considerable knowledge of appropriate laws, rules, regulations and procedures relating to personnel recruitment, selection, discipline and termination.Knowledge of worker’s compensation, safety and training.Ability to multi-task, coordinating many tasks at the same time.Exercise good judgement in applying and interpreting policies, collective bargaining agreements and procedures.Ability to effectively establish and maintain working relationships with outside representatives, department directors, other employees and the public.Considerable knowledge in drafting correspondence, researching and monitoring trends in human resources, benefits and labor relations related materials.Considerable experience in judgement and decision making.Considerable knowledge of office equipment including fax machines, printers and copiers, Microsoft software suite, especially Word and Excel.Ability to work under stress and change in work priorities.Ability to communicate effectively in written and spoken English.PRELIMINARY QUALIFICATIONS:Bachelor’s degree from an accredited college in Human Resources, Public/Business Administration, or related field required with coursework in human resources, labor relations. Master’s degree preferred with five (5) years of experience or seven (7) years of progressively responsible Human Resources positions or more in either public or private sector with employee workforce greater than 800 employees. Minimum three (3) years in a supervisory capacity.Minimum 7 years’ experience in labor relations in a unionized environment.Record of continuing education or professional development to have continuous knowledge of all changes within labor relations, EEOC, ADA and human resources.Michigan Municipal experience is preferred.Law degree is desirable.Driver’s License REQUIRED with application.Starting salary:

$118,000/yearExcellent benefit package includes:
