Proof of licenses, certifications, and/or education must be submitted with each application.Under general supervision, performs advanced professional fiscal, administrative, and analytical duties.Within the Office of Diversity, Equity & Inclusion (DEI), works closely with the Division Chief in a Special Assistant capacity to assist in the advancement of fair and equitable practices.Assists with the management of the human relations and minority and women-owned business enterprise programs.Assists with the formulation and execution of the DEI budget, analyzes expenses, revenues, and other budgetary data. Prepares, reviews, and analyzes budget requests, justifications, and related fiscal documents.Assists in the formulation of budget proposals.Assists in the preparation and analysis of budget projections.Assists in the procurement of goods, services, supplies and equipment.Reviews, monitors, and authorizes expenditures.Authorizes purchase requests, requisitions, direct payments, and procurement card purchases.With approval and supervision from the DEI Chief, provides advice and guidance to agency staff regarding diversity, equity and inclusion activities.Leads, coordinates, and conducts administrative and management studies.Researches, analyzes, and reports on a variety of informational, operational, and management issues.Analyzes and evaluates the effectiveness of policies, procedures, operations, and methods.Analyzes staffing requirements, work scheduling, equipment and facilities.Performs fiscal analyses of management proposals.Performs statistical analysis of data.Researches, writes, and presents comprehensive reports and memorandums.Prepares and processes contracts. Oversees the execution of contracts. Manages special service contracts with outside vendors.Administers grants. Prepares grant application submittals. Serves as liaison between the granter and the agency. Monitors expenditures to ensure they are in accordance with guidelines and appropriation balances.Assists in the coordination and implementation of special programs and projects. Serves on behalf of the DEI Chief. Maintains effective communication with Departments and Executive Leadership.Utilizes project management best practices to manage projects and develop comprehensive, long-range schedules, tasks, target dates, and persons responsible. Monitors productivity and task completion.Works and engages collaboratively with the minority/women, small, & disadvantage business program, and Human Relations teams.Ensures that the DEI Chief is prepared for all appointments and engagements including briefing materials and agendas that focus on intended results.Compiles statistical data and information from Baltimore County agencies and departments which is used for meetings, discussions, and planning.Determines in coordination with the DEI Chief external engagement priorities, works with external audiences to develop site visits and speaking tours, and coordinates interaction with stakeholders to maximize the DEI Chief time in the field.Examples of Other DutiesPerforms responsibilities of an Office Administrator to include copying, answering phones and other administrative responsibilities.
Required QualificationsGraduation from an accredited college or university with a bachelor’s degree
plus
three years’ professional experience in planning, zoning, or development management.
(Additional experience may be substituted on a year-for-year basis for the required education.)
Knowledge, Skills, and Abilities (Entry Level)Thorough knowledge of the principles and practices of public and business administration. Thorough knowledge of the principles and practices of budgeting and statistical data analysis. Knowledge of current offices practices, procedures, and systems. Thorough knowledge of English grammar and usage.
Skill in the use of personal computers and office software packages. Skill in formulating, executing, and controlling budgets. Skill in analyzing expenses, revenues and other budgetary data. Skill in researching, analyzing, and reporting on management issues. Skill in performing fiscal analyses of proposals. Skill in performing statistical analysis of data. Skill in administering contracts and grants.
Ability to lead, coordinate, and conduct special programs and projects.
Knowledge, Skills, and Abilities (Full Performance)Knowledge of County and departmental rules, regulations, policies and procedures. Knowledge of County budgetary and purchasing processes, procedures, and methods.
