Because we were established for the purpose of public service and not for profit, we measure our success in the impact of our service.SPECIFIC JOB DESCRIPTION:ANSER is seeking a Recruitment & Workforce Subject Matter Expert (SME) to help with the development, implementation, and administration for Cyber Excepted Service (CES). In this role you will provide technical advice and guidance on an array of CES related HR matters to DoD Component leaders, HR offices, and the general workforce.Day to day activities may include but are not limited to:Advise on the procedural and regulatory requirements governing the CES recruitment processAdvise and/or assist CES component stakeholders throughout the staffing process, tailoring communication to address multiple audiencesAdvise component POCs on the proper coding and/or processing of CES personnel actions, using the current automated tools, in accordance with HR statutory and regulatory guidanceReview and verify justifications for requesting use of special salary rates, recruitment bonuses, retentions, allowances, and other authoritiesReview and provide input to the development and/or revision to CES staffing related policies and proceduresDevelop associated CES supplemental guidance documents, issue papers, and products that facilitate successful CES oversight. Research and evaluate the interrelationships between various federal personnel systems (e.g. General Schedule (GS), Federal Wage System (FWS), Defense Civilian Intelligence Personnel System (DCIPS), Demonstration Projects (Demos)) and unique components of each systemResearch and draft responses to component inquiriesAssist in coordinating staff actions across the staffAssist the Government Leadership staff when they coordinate/communicate, including calls, responding to email, and interfacing, with stakeholders or their staff at all levels within DoDCoordinate joint efforts with other groups and offices and maintain accountability of all assigned tasksPrepare and assist in the development of briefings, multimedia presentations, white papers, and informational memoranda.Required Qualifications:Master's degree in field relevant to position12 years of relevant experienceExpert knowledge of Title 5, Title 10, and Department of Defense personnel policiesMust possess strong verbal and written communication skills to represent the interests and positions of DoD CIOAdvanced MS Word and PowerPoint skills; proficient Excel and Outlook application skills
