Full-TimeDuties:Collaborate with hiring managers to define position requirements, develop recruitment plans, and strategize on methods for sourcing top talent through Delegated Examining, Merit Promotion, and special hiring authorities (e.g., Veteran’s Recruitment Act, Disability).Prepare and post job vacancy announcements using USA Staffing and USAJobs, ensuring all necessary job analyses, crediting plans, and evaluations of candidate qualifications meet federal hiring standards.Manage the selection process by issuing certificates of eligible candidates, adjudicating Veteran’s Preference, setting pay, and providing advisory support to managers in identifying best-fit candidates for positions across various departments and duty locations.Oversee internal and external hiring actions, including promotions, reassignments, and position changes, ensuring compliance with agency policies and federal regulations.Maintain accurate records and reports in the Human Capital Dashboard, tracking recruitment actions and outcomes, and ensuring documentation is correctly recorded and stored.Provide guidance and support to supervisors and subject matter experts on position analysis, ranking criteria, and the development of recruitment materials to attract highly qualified candidates.Requirements:Bachelor’s degree with a minimum of 2 years of recent relevant HR experience, or an equivalent combination of education and experience.Current Delegated Examining Unit (DEU) certification.Comprehensive knowledge of federal staffing policies, Fair Labor Standards Act, and OPM classification standards.Proficiency with recruitment systems and tools, including USA Staffing, USAJobs, eOPF, and Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint, Outlook, Teams).Strong consulting skills, with the ability to support managers in personnel decisions, and excellent written and verbal communication abilities to prepare reports and procedural documents.Detail-oriented and highly organized, capable of managing multiple recruitment actions and ensuring compliance with federal hiring practices.Preferred Experience:Prior experience managing recruitment and staffing in federal or government environments, with a strong understanding of federal pay systems, including the General Schedule and Federal Wage System.Exceptional interpersonal and customer service skills, with the ability to work collaboratively in a team and build strong relationships with hiring managers and candidates.
