To plan, direct, coordinate, evaluate, and effectively communicate activities relating to the protection, safeguarding, security and emergency preparedness of Broward County Public School students, employees and properties. To guide the District leadership team in setting measurable goals, and using structured processes to develop benchmarks to measure and document program integrity.ESSENTIAL PERFORMANCE RESPONSIBILITIES
Provide subject matter expertise and develop organizational competencies in mitigating risks and managing responses to adverse events, crises, or disasters of any scale, in alignment with the National Incident Management System (NIMS), Incident Command System (ICS), and current standards set by local, state, and federal agencies.Contribute as a leader in developing and delivering a comprehensive, coordinated, and sustainable emergency management strategy for the district.Lead, support and administer the District’s emergency preparedness programs to include drills, exercises, and training that includes providing technical assistance to site administrators, and assessment to measure proficiency.Develop and assess emergency management training content, recommend strategic improvements, and support department leadership in securing and managing grant funding to enhance overall emergency preparedness.Ensure the District is compliant with the Marjory Stoneman Douglas High School Public Safety Act and all other legislative and statutory emergency drill requirements.Serve as the District's early warning coordinator, maintaining situational awareness and responsibly monitoring, assessing, and reporting on emerging adverse events and severe weather conditions to leadership.Participate in county and regional emergency drills and exercises as directed.Serve as liaison at the district or county Emergency Operations Center (EOC) during periods of activation.Collaborate with district leaders, community stakeholders, and partners to continuously assess, evaluate and improve the district’s ability to prevent, mitigate, prepare for, respond to, and recover from all hazards whether man-made or natural.Seek to promote general awareness and support for emergency preparedness programming throughout the District.MINIMUM QUALIFICATIONS & EXPERIENCE
An earned associate degree or equivalent credits from an accredited institution with an emphasis in business continuity, emergency management, public education, homeland security, or an area of study relevant to the position.A minimum of two (2) years of demonstrated experience in business continuity, emergency management, school administration, or other relevant experience.Must be willing to complete Federal Emergency Management Agency (FEMA) Incident Command System 100, 200, 300 and 400 and National Incident Management System 700 and 800 within one (1) year of employment.Must be willing to complete the FEMA Professional Development Series certification within one (1) year of employment.Possess and maintain a valid Florida driver’s license and proof of insurability at all times. Computer skills as required for the position.PREFERRED QUALIFICATIONS & EXPERIENCE
An earned bachelor’s degree or equivalent credits from an accredited institution with an emphasis in business continuity, emergency management, public education, homeland security, or an area of study relevant to the position.Four (4) years of experience in business continuity, emergency management, homeland security, public education, safety, or other relevant training-related experience.Successful completion of the NIMS ICS 300 and 400.Successful completion of the FEMA Professional Development Series.FEMA Basic Academy Train-the-Trainer certification (E0110 course).State of Florida Associate Emergency Manager (FAEM) or Professional Emergency Manager (FPEM) certification.Special Note:
The incumbent is designated “critical personnel” during an emergency and can be subject to being held over or called back to a district location at all times. Incumbent may be subject to specialized training, background reviews and confidentiality and compliance requirements as outlined by the Florida Department of Law Enforcement (FDLE) and other criminal justice agency user agreements to fulfill the duties of the position. Incumbent may be assigned to the other operational support venues as deemed necessary by department leadership. Position may be exposed to confidential, restricted, and highly sensitive information requiring the utmost discretion and compliance with all administrative rules, directives, policies, procedures, regulations and statutes governing its distribution.SIGNIFICANT CONTACTS-frequency, contact, purpose
Frequent interaction with department team, school and District staff to develop, implement and maintain a comprehensive emergency management program to prepare for and direct the actions of the District in the event of an emergency.PHYSICAL REQUIREMENTS
Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force as frequently as needed to move objects.MACHINES, TOOLS, EQUIPMENT:
Machines, tools, equipment, electronic devices, vehicles, etc., used in this position include automobiles, computers, telephones, computers, copiers, integrated copier/fax/imagers, two-way radios, teletype, video-intercom devices, whiteboard systems, etc.Must be able to use personal protective equipment and other public safety equipment as provided by the district.The incumbent must maintain access to a cell phone and motor vehicle (personal or agency) on a regular basis.WORKING CONDITIONS:
Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.Duties require the ability to respond to incidents after hours, and work extended hours on site, possibly under difficult and trying circumstances. Must maintain 24-hour availability via a wireless device capable of voice and data communications.Duties may expose the individual to personal risks as they observe and report details relating to potential and actual hazards, incidents and/or emergencies. The position requires incumbents to work in all weather conditions, under extreme temperatures, around chemicals, chemical fumes, bio-hazards and electrical and mechanical hazards.Position may be required to periodically work evening and weekend hours to manage department operations during extracurricular activities, incident activations, special events, town hall meetings and other functions as required by districtwide activity.May be assigned to the District Security Operations Center during activations requiring extended work hours. The incumbent is also subject to being embedded as an agency representative in an external agency Emergency Operations Center. Assignments are at the discretion of department leadership.TERMS OF EMPLOYMENT
