This position is remote work and telework eligible consistent with the Agency’s telework and remote work program policy.

This position is located in the Office of the Deputy Secretary, Performance Improvement Office. The Performance Improvement Office is responsible for analyzing and advising management on the evaluation of the effectiveness of programs and operations, the productivity and efficiency of management, and to provide direction in internal and external communications.

Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-14, if you possess the specialized experience.

Specialized Experience for the GS-14One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:

Experience developing policies for assigned programs and/or analyzing and evaluating the effectiveness of program objectives to collaborate with stakeholders for implementing initiatives and resolving issues.

Experience providing consultation and recommendations to senior leadership and senior program officials on the interpretation of regulations and guidelines.

Experience managing data, monitoring and/or tracking systems, maintaining technology with changing requirements, interpreting findings, and drafting possible courses of action to support data integrity development, performance data collection, and data management.

Knowledge, Skills, and Abilities (KSAs)The quality of your experience will be measured by the extent to which you possess the following knowledge, skills, and abilities (KSAs). Knowledge of program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments.

Knowledge in the application of a range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of management processes and systems.

Knowledge of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.

Skills to plan, organize, and direct team study work to negotiate effectively with management to accept and implement recommendations.
