Shipboard Surface Engineering Subject Matter Expert Senior Program Analyst
with proven ship systems and modernization expertise. The candidate will provide dedicated, timely professional support services to the Flag Officer, Executive Director and Chief of Staff for the Director, Surface Ship Maintenance, Modernization & Sustainment (SEA 21). Position will be onsite in
Washington D.C. or Norfolk, VA . What will you do? The requirement is for a Surface Engineering and Repair Limited Duty Officer Subject Matter Expert (SME) with proven ship systems and modernization expertise. This SME will provide dedicated, timely professional support services to the Flag Officer, Executive Director and Chief of Staff for the Director, Surface Ship Maintenance, Modernization & Sustainment (SEA 21). The candidate will lead or contribute to strategic initiatives to define and assess SEA 21 processes, data and metrics, and resources associated with improving and optimizing surface ship systems and modernization planning, execution, and oversight in the areas of surface ship marine engineering, including maintenance and repair of main propulsion (gas turbine, diesel, steam, and combined diesel-gas turbine), electrical, and auxiliary machinery systems. The scope includes developing and implementing strategic initiatives that focus on improved business practices as well as improved data utilization; work package definition, engineering, and planning; messaging and tasker responses; and program execution processes. This individual shall possess strong analytic and strategic thinking skills as a basis for strategic planning and knowledge management. The candidate will proactively and re-actively respond short and long-term tasking from SEA 21 Leadership, coordinating as necessary with stakeholders, to provide quality, on-time products to include communication strategies, briefs, point papers, and analysis. The candidate will provide analytical support to include Flag level strategy planning, communication approaches, brief development, knowledge management, and process improvement. Do you have what it takes? Required Skills: 15 years of direct experience in U.S Navy ship maintenance, repair, and modernization, including availability planning and execution, management, and assessment. MS Office Suite – Specifically PowerPoint, Word, Access, and Excel. Bachelor's Degree or 5 more years of experience. Excellent communication and management skills. Excellent oral and written communication skills, with proven ability to communicate effectively with senior military leadership (ie: Flag level). Proactive and excellent customer service with management experience. Creative, poised, and flexible supporting TSFO leadership. Must have an active DoD Secret Clearance and ability to sustain one. Preferred Skills: Sharepoint Knowledge Management Experience a plus. Pay Range:
VTG’s estimated starting pay range is $110,000-$200,000 annually, which is a general guideline for the geographic location. When extending an offer, VTG also considers work experience, education, skill level, market considerations and may possibly include contractual requirements which may cause an offer to fall outside of this range.
