The Deputy Executive Director, Projects and Operations is directly responsible for the successful delivery of the Authority’s capital improvement, construction management, and innovative mobility programs, including implementation of projects identified in the Expenditure Plan, as well as other projects funded from grant or other outside sources. The position is also responsible for planning, managing, and monitoring a diverse program of Intelligent Transportation System (ITS) projects, system management, and operations solutions, requiring interaction with a variety of agencies and jurisdictions. The position is responsible for the traffic management center and oversee operations, system management, asset management, and maintenance of Authority managed projects such as signal systems, digital infrastructure, shared mobility hubs, connected autonomous vehicles, etc. The position is also responsible for digital management of the transportation systems to operate and manage a fully connected system including system to system coordination. The position manages the Measure J strategic planning process and the Authority’s innovative mobility programs and projects, oversees all aspects of program management and project administration and has responsibility for recommending priorities for the use of State and Federal funds. Working with the Administration and Projects Committee (APC), the position directs studies and the management and delivery of transportation, transit, and mobility projects. The Deputy Executive Director, Projects and Operations reports directly to the Executive Director and provides direct supervision for staff in the Projects and Operations Departments. Specific Functions and Responsibilities

Program and Project Management

Develop and implement strategies and policies related to the planning, design, management, construction, and delivery of the Authority’s capital improvement projects. Provide oversight and management for the implementation of Measure J programs, ensuring successful and timely completion; oversight responsibility also includes the invoice verification and payment process, project cash flow management, Authority policy compliance, and assistance to sponsoring agencies in project management. Manage the development and implementation of projects for which the Authority has assumed the implementing agency role, including ensuring that the overall scope, schedule, and budget meets program goals; overseeing all aspects of project and program administration including inter-agency agreements, schedule definition, cash flow, environmental processing, design and right-of-way acquisition, construction management including advertising, awarding, and administering construction projects, and selecting and retention of consultants and contractors. Provide oversight for initiation of the environmental process, obtaining environmental clearance for projects and coordination with partner agencies when necessary to accomplish these objectives. Provide oversight and management for the capital construction program and construction management process (Advertise, Award and Administer construction contracts); ensure that the construction phase is initiated timely and close-out activities occur in a timely, compliant, and efficient manner. Manage the capital programming process and grant management for local, regional, State and Federal funds through Projects Department staff and consultants; ensure that appropriate levels of State and regional funding are received for projects, and that all funding sources are maximized. Oversee the administration of the Disadvantaged Business Enterprise (DBE) program; coordinate annual updates, and review issues as necessary. Manage the Measure J Strategic Plan process to program Measure J funds to projects, assign grant and other external funding to fully fund projects or project components, and establish project schedule and cash flow requirements. Manage the Authority’s technical liaison that interacts with staff members of the nineteen cities/towns within Contra Costa County and with the County, as well as with other interested and participating agencies, including the Metropolitan Transportation Commission (MTC), California Department of Transportation, Bay Area Rapid Transit, and other project sponsoring agencies. Represent the Authority in various settings before elected officials, regional agencies, and the public at meetings and provide presentations about transportation programming, planning, and project delivery. Oversee the process for issuing requests for proposals/quotations/information, defining scopes of work, and consultant selection. Provide recommendations and timely communication of project status and related matters. Operations and Technology

Develop and implement strategies and policies related to the planning, design, management, and construction of the Authority’s ITS projects. Develop and implement strategies and policies related to the planning, operations, and management of a traffic management center to monitor and effectively manage transportation systems. Manage the conduct of transportation economic analyses and application of asset management concepts including risk assessment, benefit-cost analysis, return on investment, system assessment and performance evaluation. Direct, manage, and perform data analytics and ensure established performance measures and key performance indicators are met based on collected data. Direct and manage data extraction, storage, retrieval, development, and analysis; development and monitoring of dashboards; management and analysis of data from the traffic management center, emergency service providers, transportation services providers, various agencies and jurisdictions, and other emerging technologies and data sources. Direct and manage the collection and analysis of real-time data including connected and autonomous vehicles, intelligent sensor-based infrastructure, mobility services, roadway electrification and electric vehicles, smart land use and innovative technologies and projects. Understand today’s demands for intelligent and connected mobility systems and seek out new and innovative ideas, programs, processes, and resources associated with fostering and delivering new technologies. Oversee and direct the administration of the Authority’s innovation program, including but not limited to advanced mobility, ITS, and transportation-related connectivity programs. Advance Authority practices, policies, and procedures to adapt and plan for emerging transportation and ITS concepts and technology. Direct and participate in a multi-jurisdictional, cooperative planning process for assessing the impacts of new development on the local and regional transportation system. Direct research and analysis relating to operations programs and goals. Direct the development and planning of an integrated and coordinated transportation system that accommodates all users and modes of transportation. Other Duties

Direct investments and seek additional funding for community projects from local, State and Federal resources in coordination with other departments; seek opportunities to leverage local Measure funds. Meet with consultants, general public, and other interested parties on transportation issues. Negotiate, prepare, administer, and monitor inter-agency agreements. Supervise the Projects and Operations Department, conduct annual performance reviews, advise the Executive Director on staffing issues and necessary actions for continued staff development. Direct the development and implementation of solutions to operations and administrative policy issues. Assist Authority staff in the development of the annual budget, mid-year adjustments and year-end accruals. Direct project studies and ensure their successful conclusion; secure funding for studies and identify stakeholders. Provide recommendations and timely communication of project status and related matters. Assist the Executive Director in defining work program goals and objectives, and act on behalf of the Executive Director during their absences. Authorize expenditure of funds in accordance with the approved budget. The Deputy Executive Director, Projects and Operations is distinguished from the Director level classifications by its responsibility to oversee all operations of one or more Authority departments and its oversight of Director level positions. The position is the executive level staff position on all project management and delivery and operations issues, requiring a wide range of knowledge and experience in a multi-agency setting. The individual in the position must have the ability to plan, schedule, organize, and direct the most complex transportation projects and operations, and must possess effective negotiation skills for identifying, coordinating, and resolving a wide variety of technical, financial, and administrative issues required for the successful delivery of the Authority's Capital Improvement Program, and must utilize honed critical thinking skills to assess, source, and develop innovative solutions to new transportation challenges. Education and/or Experience BA/BS degree in civil engineering, traffic or transportation engineering, construction management, urban planning, or related field from an accredited college or university; MA/MS, MBA or similar advanced degree from an accredited college or university is desirable. Professional Engineer and/or Traffic Engineer license preferred. Ten (10) years of progressive levels of supervisory and management experience with at least four years of experience working with a public agency including managing projects, transportation finance, and a demonstrated understanding of State and Federal transportation funding and planning processes. Demonstrated political acumen and experience reporting to and interacting with a City/Town Council or Board of Directors and providing information for Council/Board decisions is desirable.
