POSITION SUMMARY

The Chief Program and Impact Officer is responsible for ensuring Catholic Social Services’ programs and activities align with its mission and have a measurable positive impact on the communities it serves. This position is pivotal in driving the agency’s commitment to making a meaningful difference in the communities we serve. The CPIO will serve as a thought partner to the CEO and program leadership, responsible for guiding the development and implementation of impact-driven strategies while empowering program leaders to take ownership. The CPIO will also oversee program evaluation and measurement and foster community partnerships to enhance the effectiveness of the agency’s programs. Working collaboratively with other senior leaders, the CPIO will embed impact-focused thinking across all departments, cultivate a culture of continuous learning and improvement, and ensure transparent and accountable reporting to stakeholders. This role requires a visionary leader with a deep understanding of program evaluation, data analysis, and strategic planning, combined with a passion for the agency’s mission and a proven ability to drive social change.

This position is a member of the executive leadership team and reports directly to the Chief Executive Officer.

We provide help for our Alaskan neighbors through a variety of supportive service programs, including emergency shelter, food stability, housing, case management, and refugee assistance. Skills:

Fully proficient in Microsoft Office.

Understanding of data privacy regulations (particularly HIPAA) as they pertain to impact data research and reporting.

Skilled in project management.

Strong written and verbal communication skills, including the ability to create clear, compelling reports and presentations for diverse audiences (e.g., board members, funders, and community stakeholders).

Skilled in mentorship and coaching of staff members between multiple programmatic areas

Strict level of confidentiality and professional judgement

RESPONSIBILITIES

Serve as a collaborative thought partner to the CEO, the executive leadership team, and to senior program leaders.

Direct program directors/managers in planning goals, objectives and outcomes for program/services including expansions or reductions in services and/or personnel.

Collaborate with senior program leaders to develop plans to maximize the program’s impact in the communities they serve, in alignment with the agency’s mission.

Supervise 5-7 senior program leaders across multiple programs.

Lead the development of meaningful Performance Quality Indicators for each program to ensure services are high quality, safe, and have a measurable impact on the community. Ensures decision making is driven by data utilization and analysis.

Work with program leaders to track and analyze their data so they can monitor and evaluate their programs’ effectiveness and identify issues and trends.

Develop program leaders by providing guidance, ensuring alignments of resources and goals, and empowering staff with the data, tools, and training they need to achieve program objectives effectively.

Ensure program leaders are fully accountable for the management of their teams and facilities. In the absence of Program Directors/Managers, assume or assign program or facilities direction and staff supervision as necessary to ensure uninterrupted client services. Plans for business continuity during staff absences or transitions.

Support senior program leaders’ budget development, guiding resources towards higher impact activities and services, ensuring fiscally responsible, cost effective, and sustainable spending.

Lead the Critical Incident Reporting process and servers as executive sponsor of the CIR committee. Helps facilitate the resolution of critical incidents according to agency policy and procedure. Directs and assists committee’s final report and the documentation of corrective action.

Assist program leaders in investigating client complaints and grievances, documenting follow up action and providing reports as necessary (i.e., PQI, BOT) that include recommended/taken actions for mitigation and correction.

Create, develop, and implement plans for new programs or projects in partnership with the CEO, executive leadership team, and senior program leaders. Develop formal recommendations related to service delivery, expansion, or reduction. Support senior program leaders’ project management and communication.

Analyze program data to understand performance, support proactive external communications on successes and makes recommendations for service delivery changes to support agency objectives.

Develop and support external relationships through active participation in advisory boards, planning boards, community councils, and cultivate connections with assembly members. Supports senior program staff participation as appropriate to their program.

Provides regular updates to the executive team and board on program effectiveness and the status of projects.

Perform other duties as assigned .

QUALIFICATIONS

Minimum Education Requirement: A bachelor’s degree in a related field. Master’s degree preferred.

Minimum Experience Requirement: Eight (8) years of progressive management experience in non-profit or government agencies.

WORK ENVIRONMENT

Work is performed in a standard indoor office environment. Occasional lifting of up to 25 pounds. Frequently sitting or standing at a desk for several hours at a time.

Travel out of Alaska is rare. Frequent travel within the Municipality of Anchorage is required. Occasional travel to the Matanuska-Susitna Borough is required.
