Job Description
PURPOSE AND SCOPE:
The Vice President of Finance and Strategy - Kingwood, oversees financial services, auxiliary support and implementation, and strategic initiative and planning for Lone Star College Kingwood. The position serves as a Financial and Administrative Officer and the Chief Ethics Officer for LSC-Kingwood and its centers. The position leads the effort to maintain project timelines and ensures their successful completion. Provides leadership and oversight for all campus financial management, such as budgets, revenue, contracts, planning, and projections as applicable. Oversight encompasses administrative areas including, but not limited to, business services and business operations. The position reports to the campus President and serves as a member on the LSC-Kingwood cabinet.
ESSENTIAL JOB FUNCTIONS:
Responsible for the financial planning of assigned campus and departments. Projects and monitors revenue and expenditures. Analyzes and coordinates budget development within guidelines established by LSC policies and limitations.
Directs campus leadership in the areas of fiscal accountability, including final responsibility for all financial transactions, record keeping, report preparation, and financial and payroll document control.
Advises and guides the campus President and the Sr. Associate Vice Chancellor, Administrative Services regarding strategic initiatives and planning, and assists in the development and review of policies.
Oversees and supports the implementation and execution of campus culture, mission, and vision, as guided by the Chancellor's Goals and LSC Focus.
Manages and provides leadership to the Business Office that includes but is not limited to overseeing student accounts, cashiering, third party billing, collections, cash management, and customer service for all LSC students.
Directly responsible for auxiliary services at assigned campus location to include, but not limited to, bookstore, food and cafe services, lockers, and campus retail stores, etc. Collaborates with the system office auxiliary services department.
Charged with developing and implementing unified protocols across the system. The goal is to enhance efficiency and operational functionality throughout the organization, while working with other LSC leadership.
Ensures that the assigned campus complies with all relevant internal and external rules, regulations, guidelines, and contractual requirements, as well as with LSC standard policies and procedures established by the system office.
Serves as liaison between system office and a variety of departments and LSC leadership, and serves on various project teams as appropriate.
Creates and maintains positive community interaction and partnerships, both internal and external.
Serves as Chief Ethics Officer for campus and its centers.
Responsible for other reasonable related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Advanced knowledge of business, accounting, budget software/applications.
Ability to analyze complex data, identify trends, and develop actionable strategies.
Proven ability to effectively communicate with System faculty and staff and the general public including verbal, written, and electronic communication.
Ability to oversee, plan, and implement major projects and services for the organization.
Ability to work in a dynamic environment that requires incumbent to be sensitive to change and responsive to changing goals, priorities, and needs.
Ability to perform work that encompasses advanced technical, scientific, legal, or mathematical concepts.
Ability to determine goals, policies, and desired outcomes for multiple units.
Ability to manage the budget within an assigned department and to determine allocation of budget among departments.
Ability to successfully handle purchasing authority of over $25,000 without supervisory approval.
PHYSICAL ABILITIES:
The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.
WORK SCHEDULE AND CONDITIONS:
Equipment used includes, PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone, and other general office equipment.
Interface with internal and external contacts as needed to carry out the functions of the position.
Work is performed in a climate-controlled office with minimal exposure to safety hazards.
REQUIRED QUALIFICATIONS:
Master's degree and at least 10 years of related work experience, or an equivalent combination of education and experience.
Experience must include at least 5 years in a management level position.
PREFERRED QUALIFICATIONS:
Experience working in higher education and corporate organizations.
Experience in finance leadership.
Project Management Professional (PMP).
SALARY:
Hiring salary range is $130,146 - $149,668. Lone Star College provides a hiring salary range for all posted full-time non-faculty positions. Where your salary offer would fall in that range is determined by your related experience and education.
