Location: HoustonSalary Range: USD 150,000 - 200,000Contract Months: 12JOB SUMMARY

The Senior Executive Director of Construction Services and Capital Projects oversees all aspects of construction and infrastructure development within the district. The Senior Executive Director is responsible for managing the portfolio of capital improvement projects, ensuring compliance with regulatory requirements, and aligning projects with the district's educational goals and budgetary constraints. The position requires strong leadership, strategic planning, and project management skills to effectively coordinate and deliver complex construction projects and capital projects on time and within budget.MAJOR DUTIES & RESPONSIBILITIES

Strategic Planning and Project Management:• Develop and implement long-term strategic plans for construction and capital improvement projects that align with the district's educational objectives.• Manage the planning, design, and construction phases of multiple projects simultaneously, ensuring adherence to timelines and budgetary constraints.• Coordinate with architects, engineers, contractors, and other stakeholders to oversee project execution and resolve any issues that arise during construction.Budget Oversight and Financial Management:• Develop and manage the department's annual budget, including forecasting project costs, allocating resources, and monitoring expenditures.• Negotiate contracts and procurement agreements with vendors and contractors to secure competitive pricing and maximize project funding efficiency.• Ensure compliance with financial reporting requirements and audit procedures related to capital projects.Regulatory Compliance and Risk Management:• Ensure all construction activities comply with local, state, and federal regulations, including building codes, environmental regulations, and safety standards.Stakeholder Engagement and Communication:• Collaborate with district leadership, school administrators, and community stakeholders to assess facility needs and prioritize capital improvement projects.• Communicate project updates, milestones, and challenges effectively to stakeholders through regular meetings, presentations, and written reports.• Foster positive relationships with external agencies, regulatory bodies, and community organizations to support project funding and approvals.Quality Assurance and Facility Maintenance:• Establish quality assurance standards and performance metrics to evaluate the effectiveness and efficiency of construction projects.• Develop preventive maintenance programs and sustainability initiatives to enhance the longevity and operational efficiency of district facilities.Perform other duties as assigned.EDUCATION

Bachelor’s degree in Architecture, Engineering, Construction Management, Business Administration, or related field; Master’s degree preferred.WORK EXPERIENCE

Proven experience (typically 7+ years) in managing large-scale construction projects, preferably within the K-12 education sector or similar public sector environment.SKILL AND/OR REQUIRED LICENSING/CERTIFICATION

Comprehensive knowledge of construction methods, building systems, and regulatory requirements.Proven leadership abilities with a track record of successfully leading multidisciplinary teams and managing large-scale capital projects.Excellent analytical, problem-solving, and decision-making skills.Effective communication and interpersonal skills, with the ability to engage and influence diverse stakeholders.Ability to travel to various school sites and construction project locations within the district.Ability to inspect construction sites, which may involve climbing stairs, navigating uneven terrain, and exposure to varying weather conditions.LEADERSHIP RESPONSIBILITIES

Strategic oversight for department and/or a major division or for the entire district. Regularly provides project management, team leadership, and supervises staff.WORK COMPLEXITY/INDEPENDENT JUDGMENT

Manage the department's budget, including forecasting project costs, allocating funds, and monitoring expenditures to ensure fiscal responsibility and compliance with financial regulations.Negotiate contracts and procurement agreements with vendors, contractors, and consultants to optimize project funding and ensure cost-effective project delivery.Evaluate financial risks and implement strategies to mitigate potential budgetary challenges throughout the project lifecycle.PROBLEM SOLVING

Work closely with the Division Superintendents, Cabinet and senior leaders to build coherence and follow-up around the implementation of the district's vision.CUSTOMER RELATIONSHIPS
