Job SummaryUnder general direction from the Board of Directors, provides policy direction and staff supervision for the Travis County Corporations; including Travis County Housing Finance Corporation, Travis County Health Facilities Development Corporation, Travis County Capital Industrial Development Corporation, Travis County Development Authority and Travis County Cultural Education Facilities Finance Corporation. Provides leadership in County economic development activities and business activity for each corporation. Develops policy, designs and implements affordable housing programs for both single-family and multifamily housing with various financing sources including private activity bonds, grants, etc. Manages and negotiates the Travis County Housing Finance Corporation’s participation as General Partner and General Contractor in housing projects. Provides public and industry outreach and markets new activity for all Corporations to benefit the residents of Travis County.

Travis County Corporations is in the Economic Development & Strategic Investments (EDSI) Division of the Planning & Budget Office, and the position reports to the Director of EDSI. This position works as part of team focused on economic development, strategic planning, investments and affordable housing. This division provides an array of professional services to the County to promote informed decision-making, providing project management and support for county economic development, real estate portfolio management, site redevelopment, and capital planning and investments. The goals of the division are to promote the efficient use of public resources, economic equity and create long-term value for Travis County through collaboration and innovation.

DISTINGUISHING CHARACTERISTICS:

This is a job classification in the Finance job family. Incumbents in this classification perform a high level of independent policy, financial and economic analysis and communicate effectively in highly public, external facing forums. Incumbents in this classification report directly to the Director of Economic Development & Strategic Investments. Incumbents have frequent and autonomous interaction at the Board level.

Duties and Responsibilities

Directs the issuance and management of private activity bonds programs. Interacts with the public, mortgage lenders, attorneys, developers, County officials, and others involved in the affordable housing industry regarding the Travis County Housing Finance Corporation's programs. Provides management and technical oversight of the Corporations attorney and financial advisor in making recommendations on the issuance of housing, healthcare and other related private activity bonds. Prepares reports for the Board of Directors.

Directs the administration of Corporations programs, including many complex operational processes, planning issues, policies, procedures, plans, designs, and related budget issues.

Negotiates complex agreements including Memoranda of Understanding, fee structure, and affordability levels and reviews all legal documents on transactions where TCHFC will act as General Partner and General Contractor with consideration of tax and legal implications.

Prepares annual budgets for five Corporations and monitors activity for each Corporation.

Develops long range strategic plans for all of the Corporations and long range economic development plans and goals for the County.

Directs the review and makes recommendations on applications for Corporation issuance of private activity bonds.

Provides direction to developer and non-profit applicants for private activity bonds issued by the Corporations.

Develops policy and content related to the Corporations' private activity bond application process.

Manages and oversees the performance of compliance and grant audits as required by program for all Corporations in conjunction with staff.

Manages down payment assistance grants for moderate income home buyers, including communicating with real estate agents, mortgage lenders, home buyers, and other public and governmental entities.

Reports findings and recommendations to the Board of Directors on such issues as compliance and grant audits, proposed affordable housing initiatives, annual budgets, approval of invoices, collections of fees and new policies.

Oversees the preparation of work papers for outside auditors.

Oversees the preparation of information and makes presentations for internal and external users regarding the Corporations' initiatives and capabilities, and works with interdepartmental staff on economic development initiatives.

Represents the Corporations and Board of Directors in various projects, economic development initiatives through engagement with external agencies, professional trade associations and the public.

Manages and directs multiple third parties including financial service providers, financial advisors, legal counsel, consultants and others as necessary as well as staff.

Supervises the preparation of minutes and agenda requests for the County Corporations.

Supervises the maintenance of corporate bank, accounting, and financial records.

Maintains and updates the corporate conduit debt outstanding report.

Performs other job-related duties as assigned.

Minimum RequirementsEducation and Experience:Bachelor's degree in urban studies, planning, business, finance or directly related field AND a minimum of seven (7) years of increasingly responsible experience with affordable housing finance, strategic planning, real estate market research, HUD related grants and/or other related activities with a minimum of two (2) years management experience in these fields/positions. Master's degree in urban studies, planning, business, finance or directly related field may substitute for two (2) years of required experience.

OR, Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and the required knowledge, skills and abilities sufficient to successfully perform the duties and responsibilities of the job.

Licenses, Registrations, Certifications, or Special Requirements:Background check required.Valid Texas Driver's License required.

Preferred:County government experienceAffordable Housing Finance Professional Certification (if prior work experience is not in affordable housing)Master's degree in urban studies, planning, business, finance or directly related field.

Work Environment & Other InformationThis position is eligible for hybrid in-office/telework based on work need. MUST LIVE IN or NEAR AUSTIN TX AREA.

Physical requirements include the ability to lift/carry up to 10-15 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, sitting, walking, climbing, crawling, bending, stooping, crouching, kneeling, pushing, pulling, reaching, twisting, balancing, repetitive motion, and squatting to perform the essential functions.
