Mission:

The mission of the Texas Department of Banking is to ensure Texas has a safe, sound, and competitive financial services system.

General Description:

Performs highly advanced (senior level) managerial work providing direction and guidance in strategic operations and planning of the Management Information Services Division, which includes, but not limited to, information security, application development, database management, infrastructure management, help desk services, contracted services, and the associated contracts to offer service. Work involves collaboration with agency leadership to define and lead the agency in continuous digital modernization, improvement, and focuses on business value in a secure manner as the measure of success. Work involves developing and implementing policies; reviewing guidelines, procedures, rules and regulations; and establishing priorities and standards. Responsible for developing and subsequently evaluating division budgets to actual performance. Work also involves providing program and ongoing consultative services and technical assistance to agency staff. Plans, assigns and supervises the work of others within the division. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Duties and Responsibilities:

Acts as a senior official and has the authority necessary to fulfill the duties of the Chief Information Officer.

Provides input into the agency’s strategic plan and implements technology systems that accomplish the agency’s mission and goals in a secure manner.

Oversees evaluations, recommendations, and implementation of cloud-based strategies.

Oversees implementation of information technology projects and practices. Responsible for the successful adoption of solutions as part of a digital transformation plan.

Analyzes and reviews applications and technology infrastructure; develops action plans to continuously improve and initiate technology solutions; develops and implements techniques for evaluating the effectiveness of IT systems and operations within the context of business value.

Oversees the acquisition and management of information resources.

Oversees work developing, implementing, and executing security and business continuance standards and action plans.

Responsible for ensuring the development of security architecture and policies based on business needs, risk assessments, and regulatory requirements.

Responsible for the implementation of security technologies, reporting security related activity information, and ensuring that information security risk analysis and system audits are regularly conducted.

Oversees the maintenance of departmental websites content and functions.

Responsible for updating long term road map on an annual basis via the IT Governance process and ensuring the governance process is executed effectively and ongoing updates are communicated regularly.

Ensures compliance with state laws and accessibility recommendations for state websites.

Administers the support programs for the department’s information technology; identifies the need for new technology solutions; provides direction, guidance, and hands-on assistance as needed.

Plans, assigns and supervises the work of others; proactively executes the goals and objectives that support the strategic direction of the agency.

Oversees the information security functions of the agency.

Provides back up for the department help desk and system administration.

Oversees all communication services e.g. telecommunication, cellular services, video services, etc.

Provides advanced project management supervision and manages multiple projects concurrently and works under strict deadlines.

Reviews and monitors compliance with internal policies, procedures, and rules and regulations pertaining to information technology.

Assists with the Continuity of Operations planning for the agency.

Performs highly responsible managerial and supervisory duties directing the activities of staff.

Conducts and submits to the Deputy Commissioner divisional employee performance appraisals prepared in accordance with Department guidelines.

Reviews and approves expense vouchers, time sheets, and training plans of division personnel.

Promotes a healthy team environment which is inclusive of all MIS staff members.

Promotes a harassment-free work environment. Ensures all personnel actions are accomplished without regard to a person's race, color, religion, sex, national origin, age, or disability.

QualificationsRequired Minimum Qualifications:

Graduation from an accredited four-year college or university with major coursework in computer science, management information systems, business or public administration, or another related degree. Experience in the related field may substitute year for year.

Ten years of application development and support experience.

Five years of experience working with or overseeing information security processes and procedures.

Three years leadership experience of a technology department or group.

Experience overseeing the management and maintenance of cloud operations.

Experience working with other Texas state agencies and/or federal agencies.

Preferred Qualifications:

Experience with the Centralized Accounting and Payroll/Personnel System (CAPPS).

Experience overseeing application development using RAD tools and traditional solutions e.g. with PowerBuilder, .Net, and OpenText products.

Experience overseeing database management, specifically with Oracle and Microsoft SQL Server.

Experience and training in analyzing, recommending, developing, and implementing cohesive enterprise solutions, policies, standards and guidelines.

Experience in managing networks, telecommunication, and/or experience supporting personal computer hardware and software.

Experience with content management systems.

Working understanding of Microsoft Visual Studio, C#, AJAX, HTML, and PHP.

Strong knowledge of web service standards

Experience with Agile software development.

Knowledge, Skills and Abilities:

Special Requirements:

Position requires moderate overnight travel 10-25%

Must possess or obtain within 90 days of employment, a valid Texas Driver’s license. Satisfactory driving records are required for driving any vehicle to conduct agency business. This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties.
