The Dean of Workforce and Continuing Education is a boots-on-the-ground administrator who plays a crucial leadership role in shaping workforce programs to meet the needs of local industries and the broader community. This involves not only program development and resource management but also building strategic partnerships and securing funding. The Dean of Workforce is directly responsible for program oversight in such programs as Advanced Manufacturing, Allied Health, Public Safety, and Customized Training, and the College and Career Readiness office.Strategic Development and Program Growth:
Develop a Strategic Plan : Create a comprehensive strategic plan to expand workforce programs, focusing on aligning offerings with local and regional industry demands. This includes working closely with regional businesses, conducting market analysis, and fostering a pipeline of talent for high-demand industries.Cultivate Innovation : Foster a culture of innovation by proactively identifying emerging trends in advanced manufacturing, industrial technology, and continuing education. The Dean will adapt programs to remain relevant and ensure graduates are equipped with cutting-edge skills.Mentor Faculty and Staff : Lead and support a diverse team of faculty, staff, and administrators to ensure a unified approach to program development and delivery. Provide professional development opportunities to maintain high standards of education and training.Customized Training and Workforce Development:
Expand Customized Workforce Solutions : Deepen partnerships with local industries to deliver high-impact, customized training solutions. The Dean will lead efforts to design programs that directly address industry skill gaps and prepare employees for emerging job roles.Collaborate with Regional Employers : Conduct needs assessments with employers to ensure workforce training programs are aligned with both current and anticipated workforce requirements, positioning R-CCC as a vital resource for businesses seeking skill development solutions.Flexible Program Delivery : Oversee the development of flexible learning pathways, including non-credit, credit, micro-credentials, and certificates, with delivery methods that suit the needs of working adults, such as online, hybrid, and weekend formats.Program Development and Expansion:
Grow New Opportunities : Identify and launch new programs, including micro-credentials, certifications, and continuing education offerings that respond to industry trends and workforce demands. Expand current high-demand programs like Welding, CDL, and HVAC, while adding programs such as Advanced Manufacturing, Electrical and Building & Construction for 2025.Enhance Instructional Methods : Utilize a mix of hands-on, online, and hybrid instructional methods to increase engagement and improve student outcomes, adapting programs to different learning styles and schedules.Seamless Integration with Academic Programs : Collaborate with academic departments to ensure workforce programs integrate smoothly into the college’s broader curriculum, allowing students to transition easily between non-credit and credit-bearing programs.Partnership Development and Community Engagement:
Strengthen Employer Partnerships : Forge strong, lasting relationships with regional employers, industry associations, and workforce development agencies to ensure training programs are always in alignment with market needs and new opportunities.Promote Workforce Programs : Act as the face of R-CCC’s workforce initiatives at regional events, conferences, and industry meetings, enhancing the college’s reputation and visibility as a leader in workforce education.Leverage External Funding : Secure grants, sponsorships, and other external funding to support the growth and sustainability of workforce programs. This includes cultivating relationships with government agencies, foundations, and private sector partners.Operational Leadership and Compliance:
Effective Resource Management : Oversee the allocation and management of resources, budgets, and personnel to ensure workforce programs operate efficiently, meet accreditation standards, and comply with institutional and industry regulations.Data-Driven Decision Making : Track, analyze, and report on key performance metrics, including student enrollment, completion rates, and employment outcomes. Use data to identify areas for program improvement and resource allocation.Compliance and Accreditation : Ensure all programs meet accreditation standards and are following industry regulations and institutional policies. This includes leading class observations, evaluations, and managing programmatic accreditation processes.Leadership and Supervision:
Supervise and Develop Staff : Provide leadership for Industrial Technology & Continuing Education faculty, staff, and students in daily operations. Evaluate the performance of personnel and establish performance enhancement plans to ensure ongoing program innovation and improvement.Drive Entrepreneurial Initiatives : Establish an entrepreneurial environment within the college, creating innovative, business-friendly programs that support economic growth in the region. Lead efforts in creating programs that meet the specific needs of businesses and the local workforce.Chair Meetings and Participate in College Committees : Lead school-wide meetings, contribute to institutional decision-making, and participate in college-wide committees to ensure workforce initiatives are aligned with overall college strategies.Minimum Requirements:
A bachelor’s degree with at least five years of related experience in Workforce Development, or Business and Industry training, or Enrollment Management at the Director level or related field.Demonstrated success in developing or managing Workforce programs to include Advanced Manufacturing or Health Care, managing staff, and fostering external partnerships.Proven ability to think strategically and lead programmatic growth while maintaining effective working relationships with colleagues, industries, and community organizations.Ability to take on responsibilities outside the scope of the job description.Knowledge of budget development and management principles; Knowledge of local demographics, regional issues, and the social culture of the community; Ability to relate effectively to people of varied academic, cultural and socio-economic backgrounds using act, diplomacy and courtesy; Skill in the operation of computers and job-related software programs; Oral and written communication skills; Skill in interpersonal relations and in dealing with the public; Decision making and problem solving skills; Knowledge of budget expenditures, college programs, purposes and results.
