POSITION TITLE:
Director of Safety and Security
This position is the School District of Clayton’s lead on all physical security matters, providing support and leadership across a wide range of areas including crisis and incident response, asset protection, programmatic work, travel safety and event security. This position will partner with the person(s) responsible for information security to provide unified security risk management leadership for the District. This role requires designing, implementing, and maintaining comprehensive safety and security programs that ensure a safe learning environment for all students, staff, and visitors. The Director will lead the District towards best practices, further embed and promote a proactive security culture, develop safety and security training for staff, collaborate closely with community partners, and the school resource officer (SRO) program, and ensure compliance with federal and state safety regulations.

EXAMPLES OF WORK PERFORMED:
Research, design, implement and maintain a comprehensive district security strategy and safety program, including compliance monitoring and enforcement.
Create and implement safety and security training for staff.
Maintain district emergency plans and preparations as well as crisis response and recovery plans.
Provide proactive leadership and analysis on emerging security issues.
Lead the Safety and Security committee for the District.
Research, evaluate and recommend technology and processes for building safety and security, including visitor management systems, security camera systems and employee entry systems for access to facilities.
Conduct building level crisis team training and develop the capacity of crisis team members.
Monitor and visit district buildings on a consistent basis to perform audits and recommend ways to improve safety and security within and around district facilities.
Actively participate in and lead building safety drills and provide effective feedback to building staff for ways to improve safety and security.
Establish relationships and coordinate all communications with law enforcement, fire protection, and other community agencies to improve safety and security.
Maintain relationships with St. Louis County and city emergency management officials and participate in regional emergency management training.
Work with the SRO team within all district locations and provide leadership to the team.
Provide leadership for innovative safety/security processes, and high quality cost effective solutions.
Implement community outreach programs to support and participate in social justice initiatives that combine police and community.
Work closely with the person(s) responsible for information security to provide cohesive security risk management frameworks with all buildings and departments.
Work closely with the Director of Facilities in regards to physical security installations.
Oversee travel security risk management.
In coordination with relevant stakeholders, provide physical security support to District events.
Lead, motivate, and mentor any direct-reports, including communicating clear expectations, setting performance objectives, providing regular and timely constructive feedback, ensuring balanced workload, providing guidance on professional growth, and monitoring staff well-being as it pertains to stress, resilience issues and self-care.
ESSENTIAL FUNCTIONS:
(Attendance) -
Regular daily attendance is required and must work long hours under strenuous conditions when required, including in emergency situations or during extended shifts.
(Mobility)
– Must be able to move safely and effectively across all district buildings and locations. Must work at heights of over 20 feet, climb ladders, and perform repetitive motions, stooping, kneeling, crouching, sitting, walking, standing, twisting, bending, and turning for extended periods.
(Reading) –
Must read and respond to various subjects and documents, including vague or abstract instructions and reports. Must learn and adapt to changing operational conditions and situations.
(Dexterity)
– Must have excellent manual dexterity, including the ability to grasp tools and equipment and perform repetitive motions. Must have good balance and coordination to prevent falling during physically demanding tasks.
(Writing)
– Must complete reports, read financial documents such as budgets, and communicate department functions to top management.
(Communicating)
– Must communicate with various levels of supervision and staff regularly, both in crisis situations and during routine tasks. Must be able to follow verbal and written instructions and demonstrate strong problem-solving and delegation skills.
(Sight)
– Must possess clarity of vision at both short and long distances (20 inches to 20 feet), including peripheral vision, depth perception, and color vision.
(Confidentiality)
– Must handle sensitive information responsibly and maintain confidentiality during investigations, audits, and safety/security operations. Must exhibit independent judgment and maintain a calm demeanor, especially during high-stress situations.
(Strength)- Physical demands include:
Exerts up to 20 pounds of force occasionally and/or
Exerts up to 10 pounds of force frequently, and/or
Exerts a negligible amount of force constantly.
KNOWLEDGE, SKILLS, and ABILITIES:
(Experience) -
Vocational Preparation:
A level of education that when combined with professional experience will demonstrate the capability to lead the District’s safety/security program.
Requires five or more years’ experience in a related field, such as emergency operations or law enforcement.
Must have current driver’s license, successful completion of CPR certification, and knowledge of basic computer skills.
Three or more years’ experience involving educational leadership, decision making, management, and long-range planning preferred.
Requires previous experience training adults.
Experience with designing and implementing professional development, preferred.
Demonstrated success at designing and maintaining a positive, collaborative culture, preferred.
Exceptional communications and relationship building skills; effective at building trust and confidence. Strong interpersonal skills and ability to work well under pressure.
(Experience)- Education Preparation (Formal and Informal):
Four-year college degree in criminal justice or related field preferred.
WORK ENVIRONMENT:
Ability to work in a variety of locations, travel throughout the District and community, work non-traditional hours which may include evenings and weekends and meet the physical demands of handling a variety of student needs.
TERM of EMPLOYMENT:
Twelve month position. Employment terms are specified by the Board of Education.
