General Description
Under the direction of the Executive Director, the Human Resource Manager ensures the
efficient delivery of HR support to include employee recruitment and retention,
onboarding, employee relations, performance management, training and employee
development, benefit discussions, wage and salary administration, as well as compliance
with the State and Federal Health Care Administration Regulations, while managing the
day-to-day human resources function. Acts as a liaison to other human resources
functions when necessary.
Essential Duties
Recruitment & Retention
1. The major focus of the position is the recruitment, selection and onboarding of
qualified employment candidates.
2. Works with hiring managers to develop and post job announcements on the
internet, newspapers, trade publications, etc. Recommends creative advertising
alternatives and strategies.
3. Reviews employment applications and evaluates qualifications of both internal
and external candidates.
4. Works with hiring managers in the scheduling, screening and interviewing of
potential candidates, both in person and by telephone.
5. Assists with the communications between candidates, hiring managers and others
to keep all parties apprised of the status of each job search.
6. Provides appropriate training and guides hiring managers through the recruitment
process as needed.
7. Ensures that the facility has an active and effective Recruitment and Retention
Committee, reviews monthly meeting minutes and assists with implementation of
the committee’s suggestions.
8. Organizes on and off site job fairs and employee retention events.
9. Maintains records and compiles statistical reports concerning personnel-related
data such as vacancies, overtime and turnover rates.
10. Creates survey process to evaluate the success of recruitment and retention
programs.
11. Consults with facility management on training needs in order to design employee
development programs which will facilitate employee retention.
12. Composes employment offer letters and extends job offers as appropriate.
13. Ensures survey readiness of the facility relative to the hiring process.

2. Administers and interprets policies and procedures relating to the Human
Resources/Recruitment function.
3. Consults with facility personnel in the administration of Human Resources
matters related to personnel record maintenance and retention.
4. Audits the human resources functions and documentation in areas such as Form I-
9 completion and internal job postings.
5. Supervises Human Resources Representative.

requirements.

5. Supports and participates in common teamwork:
a. Cooperates and works together with all co-workers; plans and completes
job duties with minimal supervisory direction, including appropriate
judgment.
b. Uses tactful, appropriate communications in sensitive and emotional

c. Follows up as appropriate with supervisor, co-workers or residents
regarding reported complaints, problems and concerns.
d. Promotes positive public relations with residents, family members and
guests.
e. Completes requirements for in-service training, acceptable attendance,
uniform and dress codes including personal hygiene, and other work
duties as assigned.

Qualifications
Education/Training:
Possesses a Bachelors Degree in Human Resources or related field
(or relevant professional experience to the position).
Payroll Clerk is
responsible for maintenance of employee payroll records, analysis of time cards,
production and timely submission of the payroll transmittal, secure maintenance of
confidential employee records.
Essential Duties
1. Compiles employee time and payroll data from time sheets and other records.
2. Completes, verifies, and processes forms and documentation for administration of
garnishments, direct deposit entries and payroll deductions.
3. Calculates and records adjustments to pay related to previous errors or retroactive
increases.
4. Records employee information, such as exemptions, transfers, and resignations, in
order to maintain and update payroll records.
5. Reviews time sheets, work charts, wage computation, and other information in
order to detect and reconcile payroll discrepancies.
6. Prepares Daily Labor Hours Report, Overtime Report, Workers’ Comp reports,
and any other required management reports.
