The King County Metro Transit Department’s Market Innovation Section is hiring for a
Special Duty (SDA)/Term Limited Temporary (TLT) Program/Project Manager II (PPM II)
position. The person in this position will contribute to the core functions of the Research & Innovation Group as a Research Analyst within Metro’s Research team.
The Research team works collaboratively within Metro to develop data and evidence and support application of data and evidence to planning, outcome measurement, improvement, and strategic decision making that aligns with Metro’s goals and priorities.
The Research team’s work includes design and implementation of data collection; development and dissemination of tools and resources to support data- and evidence-building; and support for Metro teams’ research, evaluation, and learning projects; synthesis of data; presentation of evidence in key agency forums; and promotion, modeling, and facilitation of evidence-based learning and decision-making. The Research team also brokers partnerships to support research, evaluation, and learning endeavors.
Metro’s goals and priorities center mobility as a human right and a key element of a healthy, thriving region. This position will play a role in helping the Metro Research team explore and document how agency investments and efforts are (or are not) effectively addressing mobility needs in King County, including for communities that have experienced significant mobility barriers. The Research Associate will engage in activities that yield a clear understanding of the regional transportation market and customers’ needs, experiences, attitudes, and behaviors so that different stakeholders across the agency have meaningful data and evidence to inform planning, demonstrate progress on mobility-related outcomes, and support decision making. The Research Analyst will collaborate with and advise individuals and teams across Metro to ensure that the agency’s research practices and resulting evidence are of high quality (that is, appropriately logical, equitable, and rigorous) and deliver actionable information. About Research & InnovationThe Research & Innovation (R&I) work group supports a range of efforts related to new mobility options (first/last mile pilots, TNC-based alternatives to Access Paratransit, carpool incentives); investment in key mobility strategies and initiatives (Connecting to Transit, Safe Routes to Transit; integration of biking, walking, and scootering with transit); and enhancing Metro’s data and evidence so that Metro teams and business units can understand and communicate the effectiveness of their work, identify and leverage best practices, improve, and make more strategic decisions.
Position InformationThis recruitment process will be used to fill an immediate Research Associate Special Duty Assignment (SDA)/Term-Limited-Temporary (TLT) opportunity and may be used to create an eligibility pool to fill upcoming special duty assignment opportunities in the Customer Information Office that may occur within the next 12 months. As a
Research Analyst
you will:Collaborate with and support individuals, teams, and projects across Metro, representing the Research team’s goals and vision and providing insight on best practices for conducting research and evaluation or otherwise building evidence.Design, review, and implement data collection tools, including survey instruments, question guides for interviews or focus groups, etc.Contribute to the development of research or evaluation plans or learning agendas for Metro teams or business units.Clean and prepare quantitative and qualitative data; conduct data analysis using appropriate software tools (R, Qualtrics, etc.) and contribute to findings summaries.Identify and pursue opportunities to synthesize data from multiple sources in order to answer questions of interest to Metro.Manage and update tools that users of data require to inform program development, implementation, or evaluation.Contribute to the preparation of materials that communicate evidence and data-informed insights to internal and external partners.Demonstrate a commitment to social justice and sustainability, promoting an equitable, diverse and inclusive work environment.Build relationships and work effectively with individuals and groups in different positions and with different backgrounds.Perform other duties as assigned.
To be considered for this role, PPM II candidates will have the following
REQUIRED
qualifications:A bachelor’s degree in social science, statistics, business, marketing, mathematics, or a related field, and 2-3 years of work experience in related field
OR
any equivalent combination of experience and education which provides the applicant with the skills, knowledge, and abilities required to perform the work.Strong project and program management skills.Experience preparing project communications and presentations for a variety of audiences.Knowledge of and experience with different types of research designs, methodologies, data collection, and data analysis approaches including quantitative and qualitative.Knowledge of equity and social justice principles and practices as they apply to data- and research-related activities.Experience programming surveys in Qualtrics, SurveyMonkey, or similar platforms.Experience with quantitative and qualitative data analysis, including familiarity with analytical tools and platforms such as R, Python, STATA, Qualtrics, or others.Strong listening and communication skills, dependability, and other skills that support working effectively with (and helping to strengthen) a team.Strong orientation to collaboration, continuous improvement, and learning.Capacity to initiate and develop partnerships and projects, negotiate agreements, and recognize new opportunities for building and/or using data and evidence.Comfort and skill managing uncertainty and risk through fast-moving projects.
The following qualifications are
DESIRED :Experience with visual analytics platforms, such as Power BI, Tableau, ArcGIS, etc.Knowledge and experience regarding design and implementation of social science or behavioral science studies.Experience providing consultation in the areas of research, evaluation, or evidence-based learning.Experience with writing requests for proposals for consultant services.Able to speak a language other than English.

Work ScheduleThis position is nonexempt from the provisions of the Fair Labor Standards Act and is therefore eligible for overtime pay. The anticipated regular work schedule will be 8:00 am – 5:00 pm. Alternative work schedules may be considered. Work outside of the normal workday is required periodically.
Work LocationThe primary location of the position is at the King Street Center, 201 S. Jackson St., Seattle, WA 98104. However, this will be a hybrid position (teleworking and in office). The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
