City of Bristol Human Resources Director

SUMMARY:

The City of Bristol seeks an experienced professional to plan, organize, and administer the personnel and labor relations functions of the City. Receives direction from the Mayor and works closely with the Salary Committee of the City Council. Directs all personnel programs including recruitment, examination, appointment, classification, compensation, and development and training. Negotiates and administers collective bargaining agreements with employee organizations. Serves as principal representative of the City in grievance and arbitration hearings. Provides consultation and assistance regarding personnel and labor relations matters. Administers equal employment opportunity and affirmative action programs. Oversees maintenance of personnel records, and creation and maintenance of position eligibility lists. Supervises and assigns work and projects to staff. Prepares and oversees department budget. Oversees workers compensation claims, worker safety programs, and CDL drug and alcohol testing program. Manages unemployment claims. Researches and develops near-term and long-range planning for City personnel services and employee development. Directs and participates in analysis of work methods and procedures, and development of systems and methods of operations. Assumes labor relations program responsibility for any department as directed by the Mayor; including temporary supervision of staff. Prepares complex statistical and narrative reports. Represents Mayor on special committees related to personnel or labor relations activities. Position appointed by Mayor and City Council.KNOWLEDGE, SKILLS and ABILITIES:

Must have knowledge of the principles and practices of personnel administration including labor relations, personnel selection, classification, compensation, and affirmative action. Must have thorough knowledge of all state and federal employment-related laws. Must have experience in collective bargaining negotiations and contract administration; strong analytical, verbal, and written communication skills. Must be proficient in the use of integrated office software such as Microsoft Office Suite, MUNIS, Kronos, etc.QUALIFICATIONS:

Requires a Bachelor’s Degree in Public Administration, Business Administration, or some closely related field, and 5 years of progressively responsible experience in personnel administration or labor relations with two years of supervisory experience; or a JD (Juris Doctor) Degree with Labor law related experience.SCHEDULE and HOURS:

Monday to Thursday 8:00 a.m. to 4:30 p.m., and Friday 8:00 a.m. to 1:30 p.m. Working 37 hours per week.BENEFITS:

Includes Defined Benefit Pension Plan, generous time off and medical/vision/dental/life insurance package.STARTING SALARY:
