Summary

The King County Department of Public Defense (DPD) seeks a Talent Acquisition Recruiter (“TAR”) who can hit the ground running and seamlessly integrate into our HR Team. Reporting to the Human Resource Manager, this individual must be a positive, forward-thinking professional who, through an Equity and Social Justice lens, will aim to meet DPD’s talent acquisition and retention goals.

As the first public defense office in the country to begin implementing new and unprecedented caseload standards based on the RAND/ABA’s landmark National Public Defense Workload Study over a 3-year period, DPD has an urgent need to recruit and retain experienced and passionate public defenders from across the country. DPD’s goal is to leverage being the first public defense office in the country to adopt sustainable caseload standards that should provide work-life balance for public defenders and better enable our defense teams to deliver high-quality and client-centered representation in every case.

The TAR will spearhead the development and execution of a marketing and recruitment strategy to meet DPD’s aggressive attorney hiring goals. DPD leadership is prepared to provide both administrative and budgetary support for the execution of the TAR’s strategy, including, but not limited to, the following: paid travel to law schools and industry conferences/events, the presence of senior staff at targeted recruiting events, and resources to promote job openings.

The TAR will focus on the recruitment of public defenders and experienced trial attorneys with a passion and background in public defense. An ideal candidate will be excited about the opportunity to create and maintain a competitive, long-term candidate pool of talented attorneys.

The TAR will support the Human Resource Manager, work with a high-performing HR team, and collaborate with a supportive DPD leadership team. Additionally, the TAR will help ensure that the attorney recruitment process aligns with DPD’s mission, and King County’s commitment to equity and inclusion, and be consistent with the Department of Human Resources overarching policies.

DPD provides high quality legal representation to indigent clients in felonies, misdemeanors, juvenile defense, family defense (dependency cases), involuntary commitment (mental illness), and sex offender commitment proceedings.

Job Duties

ESSENTIAL JOB FUNCTIONS AND DUTIES include but are not limited to the following:

Recruitment and Sourcing:

Experience identifying and attracting diverse professional talent through innovative and strategic recruitment strategies.

Build a social media strategy with the support of the Communications Manager and develop content aimed at employer branding and promoting open positions through creative channels.

Serve as a recruitment brand advocate for the Department of Public Defense, promoting our mission and values to identify top talent.

Identify opportunities for the Director of DPD and other senior staff to network with and recruit experienced public defenders from other jurisdictions to join DPD.

Represent the Department of Public Defense at job fairs, community events, and conferences, to build relationships with the community and prospective applicants.

Identify and develop partnerships with schools and community partners to promote DPD as a top employer.

Research and develop sourcing best practices and provide recommendations to help expand outreach for the fulfillment of attorney and support roles.

Cultivate relationships with high schools, community colleges, and universities serving diverse student populations, like Historically Black Colleges and Universities, and Hispanic Serving Institutions, and advise those students on educational pathways for careers as legal support staff or public defense attorneys.

Continuous Recruitment Process Improvement:

Support the overhaul and optimization of HR recruitment processes and incorporate Equity and Social Justice fundamentals.

Support the successful adoption and implementation of HR recruitment processes across the department.

Counsel and coach hiring managers and applicable staff on process changes.

Develop and maintain recruitment data metrics and analyses.

Other:

Utilize software tools like Word, Excel, SharePoint, and PeopleSoft to create, manage, and maintain documents and spreadsheets.

Support the Human Resource Manager in other HR areas as assigned.

Perform other duties as required.

Experience, Qualifications, Knowledge, Skills

Required Qualifications:

4 or more years of demonstrated progressive experience in human resources with an emphasis in recruitment and hiring,

OR

any equivalent combination of education and experience that clearly demonstrates the ability to perform all the essential duties of the position.

Have a valid Washington State Driver's License and/or have the ability to travel to required destinations around King County.

Desired Qualifications:

J.D. preferred.

Experience working with and recruiting attorneys.

Experience performing HR service delivery in a unionized environment.

Proficiency in using HR software and applicant tracking systems (i.e., NEOGOV).

Familiarity with using PeopleSoft Software.

Knowledge Of:

Recruiting methods and best practices, including attorney recruitment.

Modern sourcing, social media marketing, and digital networking techniques.

Federal, state, and local employment laws and regulations.

Ability To:

Use communications skills that foster positive rapport with individuals from diverse backgrounds and various organizational levels.

Understand candidate motivators and manage candidate expectations.

Positively present the Department of Public Defense and open roles to potential candidates.

Juggle multiple and changing priorities in a dynamic environment.

Work independently, take initiative, and handle multiple tasks effectively.

Ability to collaborate and work effectively in a team-oriented environment.

Stay up-to-date with new technological trends and Public Defense best recruitment practices.

Demonstrate organizational and time-management skills to proficiently prioritize tasks and meet deadlines within a dynamic and highly fast-paced environment.

Have regular, reliable and predictable attendance to support timeliness and follow-through on work items.

Travel to assigned locations as needed.

WORK SCHEDULE AND LOCATION:The duties for this position will be a mix of onsite and telecommuting. Onsite and offsite work will be required as needed to fulfill the essential functions of the job. Onsite reporting requirements are determined by the department's operational needs and may be adjusted accordingly.

Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. The work week is normally 8:00 a.m. to 5:00 p.m. Monday through Friday, in all cases, this position is expected to work the hours necessary to satisfactorily perform the job. This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.

When onsite this position will report to the Dexter Horton Building, 710 Second Avenue, Seattle.
