The Cost Estimator shall prepare detailed cost estimates, perform quality control checks of financial data, analyze and report accounting information for both internal and external use, and work with other members of the Consultant program management team to monitor the financial performance of the program against established key performance indices. The Cost Estimator will be the main point of contact for all change order tasks, cost analysis, negotiations, and close out of the change orders in WMATA’s CCOM (Construction Change Order Management) platform.Typical Duties and ResponsibilitiesAssist the PM with updates to the program budget.Implement performance measurement reporting and program budget forecasting, using quantitative engineering models.Coordinate project monitoring activities, assemble claims and change orders, prepare progress reports, assemble records for payments, and perform other contract administration functions.Coordinate and help prepare “what if” plans (sensitivity analysis) to mitigate cost overruns and/or schedule delays.Initiate Potential Change Orders (PCO), Request for Equitable Adjustment (REA), Change Order forms, coordinate with schedulers for Time Impact Analysis, Pre-Negotiation Planning, Summary Record of Negotiations (SRN) and close out phase of all change orders.Maintain the change order log and provide PM with monthly updates.Provide support in price negotiations and obtain quotes for materials and services.Perform related cost estimating and budgeting functions.Work closely with the PM to ensure the program estimate meets all WMATA financial requirements.Perform detailed cost estimates and/or analysis by breaking down the items of work on an orderly and logical basis, determining the cost of each item from experience and summarizing the total.Assist the Scheduling Manager with Earned Value Analysis (EVA) and integration of cost and schedules.Analyze specifications, drawings, sketches, and sample layouts to calculate total cost using labor, material, and equipment pricing schedules in concert with historical data.Prepare and summarize task and subtask estimates, including rate and unit cost determination and perform mathematical calculations by applying standard factors.Assist PM with the financial forecast vs budget and maintain financial status updates in project control meetings.Monitor and report on status, analyze schedules and associated changes for key risk areas and milestone impacts.Perform scheduled risk analysis, including quantitative risk analysis to include critical activities, risk areas, key milestones, and significant changes to schedule and cost.Develop “what if” scenarios and sensitivity analyses to explore alternate sequencing to mitigate or avoid schedule delays and cost overruns.Investigate opportunities to enhance schedule without affecting cost.Analyze and provide alternatives and expected outcomes to avoid potential program schedule delays and claims.Prepare and maintain detailed project schedules to establish optimal contract interfaces and determine activity relationships and critical path to accurately plan through project completion.Provide PM with preliminary schedule and cost for change orders with time impacts.Provide PM with cost analysis, cash flow, S-curves monthly.Assist CM and PM with IMS schedule updates monthly, Charter and TPC updates.Background and Experience RequiredA minimum of ten (10) years of project control experience in large civil projects.American Association of Cost Engineers (AACE) International Certification, Certified Estimating.Bachelor’s degree in engineering, construction management, business, or another related field is preferred.Ability to prepare Independent Cost Estimates (ICE) for contract solicitation packages and potential change order proposals.Ability to accumulate and evaluate historical cost data documents and construction procedures and methods to maintain current estimating standards and databases.Ability to coordinate preparation of cost reduction, value engineering, and risk assessment recommendations for program cost effectiveness.Knowledge of spreadsheet software for cost estimating and for historical data collection and resources.Proficiency in Microsoft Office.Ability to use Earned Value Analysis (EVA) and integrate cost and schedules to determine project status.Ability to perform detailed review of contractor schedule submittals, including baseline and progress updates.Ability to perform claims-related analyses using contractor claims, delay cost estimates, time impacts, etc.Ability to determine the scheduling sequence for equipment procurement and all phases of the contract to meet expected deadlines and deliverables.Proficiency in Primavera P6 or Microsoft Project is preferred.Specialized SkillsWe are equal opportunity/affirmative action employers, committed to diversity in the workplace.
