Tuvli, an Akima company, is hiring for a Grants/Contract Specialist to support our DoS client located in Washington, DC. This is a non-personal services task order to provide Advisory and Assistance Support Services in the Department of State Bureau of African Affairs’ (AF) Office of Economic and Regional Affairs (AF/ERA). The Government shall not exercise any supervision or control over contractor personnel, who are the service providers performing the services described herein. Such task order service providers shall be accountable solely to the Contractor who in turn is responsible to the Government.The Africa Regional Democracy Fund (ARDF) supports bilateral, mission-led programs to strengthen legislative functions and processes, particularly oversight capacity; institute key anti-corruption reforms; advance important consensus-building processes, such as peaceful dialogue among opposing political factions; build government and civil society capacity and civic education in support of electoral processes; and increase awareness of and advocacy regarding human rights, including freedom of expression and association. ARDF supports programmatic opportunities throughout Africa; however, funding is prioritized for posts, which often receive little or no funding for democracy and governance activities yet have acute needs, or to address critical gaps in DRG programs in high-priority posts.To join our team of outstanding professionals, apply today!ResponsibilitiesEducates Bureau of African Affairs (AF) staff, and offer suggestions, about the best strategies and approaches to best use foreign assistance resources to promote democracy, human rights, and good governance (DRG) in AfricaResearches and provides oral and written briefings, to AF leadership, other Department offices, DRG practitioners in U.S. embassies, State Department public affairs officers, and interagency representatives on DRG best practices, challenges and opportunities, programming gaps, and potential for interagency program coordinationIdentifies, recommends, and supports AF development of new ARDF programs aligned with AF strategic objectivesDevelops a results framework to enhance monitoring and evaluation of ARDF projectsCollects data, maintain files, and prepare periodic reports, in coordination with U.S. Embassies and grant recipients, on the status of ARDF projects supported with Economic Support Funds (ESF), including financial data for obligation and disbursement of fundingIdentifies and implements innovative approaches for working with embassies and grant recipients to improve the efficiency of AF/ERA program management and minimize administrative burdensAssists AF/ERA in the project management life cycle of ARDF projects including initiation, planning (e.g., Statements of Work), execution, and closureTracks and analyzes new political, economic, and security developments in sub-Saharan Africa that may affect current and future DRG programmingAssists AF/ERA in its program reviews and meetings pertaining to ongoing programs and new requirements, as necessaryCoordinates with interagency, international, and nongovernmental partners to develop recommended DRG strategies and programsDevelops and supports U.S. Government and international coordination mechanisms promoting more synchronized and strategic DRG program planningsAdvises AF/ERA on synchronizing ARDF programs with other U.S. Government and international DRG efforts, developing recommended strategies to create more efficient planning and program management and oversight with U.S overseas missions, implementers, and relevant third countries and nongovernmental organizationsCoordinates with other DRG program practitioners to develop whole-of-government approaches to promoting immediate, medium-term, and long-term DRG objectivesTravels periodically to sub-Saharan Africa to enhance program coordination with embassy representatives and conducts site visits to oversee ongoing programmingQualificationsKnowledge of political, cultural, and social dynamics across sub-Saharan AfricaKnowledge of best practices and research relating to democracy and human rights promotion broadly and specifically in sub-Saharan AfricaExperience traveling and conducting program assessments in sub-Saharan AfricaExperience designing, managing, overseeing, and reporting on programs, preferably experience related to DRG in sub-Saharan AfricaExperience with grants management criteria and the Department of State grants processExperience working with various State Department and USAID bureaus, and U.S. Embassies, on DRG policy and programsExperience supporting DRG strategy development and implementation in sub-Saharan AfricaExperience with and technical knowledge of broad-based monitoring and evaluation (M&E) strategies and methodologies for designing, implementing, and overseeing bilateral and regional DRG program activitiesTechnical monitoring and evaluation (M&E) expertiseProficiency with Microsoft Excel and related data processing systemsThe ability to obtain a Secret Clearance.
