Responsibilities
Plans, organizes, and provides oversight for ERA program funded with foreign assistance resources; and assist Strategic Planning Officers with the development of new programs to support the strategic direction of the AF Bureau
Advises and consults with ERA Strategic Planning Officers; meets with appropriate staff to identify and resolve problems or conflicts; makes recommendations on how to improve the use of foreign assistance resource
Supports performance and financial reporting of Economic Support Funds (ESF) foreign assistance resources managed by the Africa Bureau to enhance oversight, management, and strategic planning components of current and future ESF resources throughout Sub-Saharan Africa
Reviews foreign assistance trends to determine how resources should be allocated for programs
Establishes and manages long- and short-term strategic vision for AF programs including how programs aligns with regional strategies
Serves as the point of contact for ESF programs and State managed programs being implemented in the Sub-Saharan Africa including reporting as needed
Participates in technical panels to determine foreign assistance for the region
Reviews contracts, budgets and justification from ERA program manages
Ensures program managers are tracking the performance and financial reporting for ESF programs
Assist with audits of ESF programs
Recommends proposed changes to the funding and operation of ERA programs
Supports the development of the Africa Joint Regional Strategy and Integrated Country Strategies
Responsible for tracking and ensuring that expiring ESF funds for programs are fully notified and obligated in a timely manner
Qualifications
Background in African studies preferred
Program management or experience with foreign assistance resources
Outstanding time management skills, with proven ability to multi-task, accomplishing numerous tasks and changing priorities in an effective and timely manner
Demonstrated ability to execute on short-term, deadline-driven tasks daily
Strong work ethic and positive attitude, with a willingness to be flexible
Sound judgment, maturity, and the ability to handle sensitive and confidential information with discretion
Superb interpersonal, written, and verbal communication skills
Execute sound diplomacy
Other duties as assigned

Pay Range
$40.47 - $43-47
