Position Description
The Chief Program Officer (CPO) oversees the direction, effectiveness, impact, and sustainable growth of Interfaith Actions (IFA) programs and service areas including the Department of Indian Works, Project Home, Opportunity Saint Paul and Faithful Hospitality. The CPO works with program and department leaders to ensure that IFA programs and services respond to community needs in a timely, efficient, cost-effective, quality manner, and that they align with the organizations culturally specific and holistic care and transformational impact goals.
The CPO oversees a $5+ million annual budget with multiple funding streams, including government grants, philanthropic grants, and individual donations. The CPO partners with Development to create and implement diversified fundraising efforts that ensure IFAs Programs have the funding to successfully meet the organizations strategic goals and serve IFAs mission. This includes collaborating with Development in effectively executing fundraising plans to support the development, implementation, and delivery of programs. The CPO also builds mutually beneficial relationships that lead to increased resources for the community and programs through understanding both current and potential funder needs as well as community needs.
The CPO plays a key role in assisting the senior leadership team in the oversight and strategic direction and implementation of the organizations overall mission. The CPO is committed to IFA equity values and commitment to serving a culturally diverse community.
The CPO reports to the Chief Executive Officer and sits on the Senior Leadership Team.
ResponsibilitiesStrategic Leadership
Spearheads the development, communication, and implementation of effective strategies, processes, and fundraising efforts to deliver community impact.
Develops, oversees, and implements strategic initiatives and performance to advance IFA strategic direction and achieve the organizations overall goals. Translates vision and multiple grants and contracts into holistic, person-centered deliverables in alignment with community needs. Reviews programmatic performance to align with overall plan.
Empowers day-to-day leadership, management, and individual decision-making capacity between Program Directors and Managers, while moving the organization from reactive practices to a proactive approach.
Leads or participates in key decisions as a member of the Senior Leadership Team. Assists in formulating the organizations future direction and supporting tactical initiatives that advance mission, community impact, and organizational growth.
Supports the CFO/COO, CEO, and Board in building strategic relationships and partnerships. Maintains ongoing relations with internal and external leaders, senior leadership, and the Board of Directors and Board Committees as directed by the COO and CEO.
Researches and identifies new business opportunities and builds external relations that create opportunities for expanded income and new business resource development.
Program Operations
Works with Senior Leadership Team to shape annual workplans and department performance goals/priorities to ensure alignment and accountability by department directors and managers.
Provides clear direction, understanding of expectations and accountabilities, and proactively promotes productivity and consistent results.
Supports directors and managers with internal and external communication priorities and key messages for the programs and the organization.
Provides executive leadership reports to the Board of Directors on the developments, successes, and challenges of the programs.
Supports directors and managers in program evaluation and overseeing process improvements for internal information systems, community input, and data collection, management, and reporting.
Fund Development, Financial Management, & Compliance
Partners with Development to create and implement diversified fundraising efforts to support the development, implementation, and delivery of programs while successfully meeting the organizations strategic goals.
Understands and aligns the needs of the community to the needs of current and future funders and contractors to build mutually beneficial relationships that will lead to increased resources for existing and new programs and services.
Leads implementation and oversight of a multi-year budget for the programs, ensuring coordination with senior leadership, for the appropriate allocation of resources to achieve successful implementation of operations and services.
Drafts annual budgets, oversees/aligns proposal budgets and operational resource allocation, and sets the pace of growth in collaboration with the CFO/COO and senior leadership.
Works with CFO/COO to develop multi-year projections and forecasts, as well as monitor reporting mechanisms and thresholds to meet annual operating needs for the Programs.
Optimizes tracking, oversight, and maintenance of multiple sources of income for the programs, including grants, contracts, fee for service income, while ensuring compliance, integrity, and timeliness of deliverables.
Works to ensure internal systems are in place to maintain compliance and client confidentiality in accordance with HIPAA, ethical standards, IFA policies and other applicable laws and regulations.
Personnel Management & Development
Sets comprehensive goals for performance and growth of program leaders.
Fosters employee maximum performance and oversees adequate staffing infrastructure and mentorship for employees career development.
Develops strategies for program leaders to evaluate performance by analyzing and interpreting contract management, data, and metrics.
QualificationsThe CPO will be committed to IAs mission with proven leadership, coaching and relationship management experience. Concrete demonstrable experience and other qualifications include:
Minimum of 5+ years of experience in progressively responsible leadership positions in developing and operationalizing strategies which advanced an organization to the next stage of growth.
A high level of skill in coaching and managing staff and high-performance teams, setting objectives and building accountability and commitment and developing others to build capacity. Skilled in assessing and retaining talent.
Strong connections and relationship building skills across private, public and corporate sectors.
