BDEC Overview

The Baltimore Digital Equity Coalition (BDEC) was established in March 2020 in response to the urgent digital access needs highlighted by the COVID-19 pandemic. Today, BDEC is comprised of over 60 organizations working together to advance digital equity and close the digital divide in Baltimore City. This is an exciting opportunity for a passionate and visionary leader to bring real, transformative change to Baltimore and Maryland. For the right individual, this role offers the chance to make a lasting impact by ensuring that all residents—especially those most in need—have access to devices, internet connectivity, and digital skills. Through a lens of social justice and digital equity, the coalition strives to empower communities, bridge disparities, and create a more inclusive digital future.

Through relationship-building, education and advocacy, BDEC strengthens the coalition to address both the urgent and long-term needs that will permanently close the digital divide in the City of Baltimore by supporting equitable access to affordable devices, high-speed internet and digital skills training.

Position Summary

We are seeking an experienced and visionary leader to guide BDEC through its next phase of growth as the organization matures. The Executive Director will play a pivotal role in spearheading strategic efforts to ensure that BDEC is at the forefront of both state and national conversations on digital equity. As the organization continues to grow, the Executive Director will lead fundraising initiatives, strengthen partnerships, and serve as a strong advocate for policies that improve digital access and skills training for Baltimore City residents.

The Executive Director will also oversee the expansion of the coalition’s advocacy and fundraising efforts to secure sustainable funding while ensuring that the organization aligns with broader state and federal digital equity goals.

Key Responsibilities

Organizational Leadership and Strategy:

Lead BDEC through its next phase of growth and maturity, working closely with the Advisory Board to define and execute long-term strategic goals. Develop and implement a strategic plan for BDEC, ensuring it evolves with the changing digital landscape and the needs of Baltimore residents.

Fundraising and Financial Sustainability:

Develop and execute a comprehensive fundraising strategy to balance the current budget and support BDEC’s expansion and long-term sustainability, both for salaries and programs, with a focus on securing diversified funding from local, state, and national sources. Oversee grant writing and build relationships with foundations, corporations, and government entities to secure resources that enable digital inclusion initiatives.

Coalition Management, Working Groups, and Partnership Facilitation:

Lead the management of coalitions, fostering collaboration and ensuring effective communication among diverse stakeholders. Oversee the coordination and facilitation of programs including working groups, setting strategic objectives, tracking progress, and ensuring alignment with overall goals. Cultivate and maintain strong partnerships with external organizations, identifying opportunities for collaboration and driving initiatives that advance the mission of the organization. Serve as the primary liaison between coalition members and key partners, ensuring the successful execution of joint initiatives and projects. Develop and implement strategies to strengthen relationships, leverage resources, and enhance the impact of the coalition’s work.

Advocacy and Policy Leadership:

Advocate for digital equity policies at the local, state, and national levels, ensuring alignment with BDEC’s mission and state goals. Collaborate with policymakers and other stakeholders to influence legislation and regulatory changes that improve digital access and skills for marginalized communities. Represent BDEC at key meetings, conferences, and public forums to elevate the coalition's role as a leader in digital equity.

Coalition Building and Partnership Development:

Strengthen and expand partnerships with local, state, and national organizations that align with BDEC’s mission. Engage with government, business, and public institutions to identify policy improvements that support digital inclusion and equitable access. Work closely with Baltimore City’s Digital Equity and Inclusion Officer to co-develop initiatives that address the unique needs of Baltimore’s underserved populations.

Operational and Team Management:

Lead and manage the BDEC team, fostering collaboration and accountability across all coalition members and working groups. Oversee the development and implementation of operational policies that support the organization's mission and growth.

Communications and Public Engagement:

Serve as the public face of BDEC, acting as a spokesperson for the organization’s initiatives and representing the coalition in media interviews and public forums. Guide the coalition’s messaging, communications strategies, and digital presence, ensuring that the broader community is engaged in BDEC’s efforts.

Required Qualifications

Experience leading organizations through periods of growth and change, with a focus on building long-term sustainability.

Proven track record in fundraising, with experience securing significant grants and funding streams from diverse sources.

Deep knowledge of Baltimore City and the challenges surrounding digital equity and inclusion.

Bachelor's degree in public policy, communications, nonprofit management, or a related field.

Strong advocacy and public policy experience, particularly in the areas of equity and digital inclusion.

Excellent communication, collaboration, and organizational skills with the ability to engage stakeholders at all levels.

Preferred Qualifications

3-5 years of leadership experience in nonprofit, government, or advocacy sectors with demonstrated success in managing complex coalitions and influencing policy outcomes.

Masters or PhD in public policy, communications, nonprofit management, or a related field.

CompensationThis is a full-time position with a starting salary range of $125,000 - $175,000, commensurate with experience. If selected candidates' starting salary is above $140,000, it is expected that they will raise the difference in funding during the first year and in its entirety in subsequent years. The Executive Director will also be responsible for securing resources to support future salary adjustments and performance bonuses. A comprehensive benefits package is included.
