What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $140,000 - $170,000/annually, based on experience and education. We also offer generous benefits for full-time employees which include but are not limited to:

Location
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. In this position you can expect to work on site at the Wellington Webb Building (201 W Colfax Ave., Denver 80202). Employees must work within the state of Colorado on their off-site days.
What You’ll Do
In November 2022, voters approved a citizen-led ballot initiative, 'Denver Deserves Sidewalks' and “Ordinance 307”, which shifted responsibility for sidewalk construction, reconstruction, and repair to the City. The initiative also established a fee that will be assessed on property owners to fund this work. The City and County of Denver’s Department of Transportation and Infrastructure (DOTI) is creating an Enterprise Program to manage and deliver all work related to this initiative, with billing and fee collection expected to begin in early 2025.
DOTI is seeking a Program Director to lead the Sidewalk Enterprise Program. This key leadership role will oversee the administration and implementation of sidewalk infrastructure projects, including new construction, reconstruction, and repairs citywide, in accordance with Ordinance 307.
The Sidewalk Enterprise Program Director will oversee all administrative and implementation functions related to successful program delivery. The program will be managed through a Work Group structure, organized around key areas such as Legal & Policy, Customer Experience, Communications, Revenue & Finance, Asset Management & Maintenance, and Implementation & Delivery, among other critical functions. The Program Director will be responsible for leading both near-term and long-term activities simultaneously. In the near term, this includes establishing program governance, developing a master plan, managing communications and customer service, overseeing asset management, and coordinating implementation efforts. Long-term, the City plans to explore alternative delivery options to support citywide and program level goals.
The successful candidate is a leader with demonstrated collaborative program delivery experience. They possess strong communication and political strategy skills, a demonstrated commitment to diversity, equity, and inclusion, and leadership capabilities with large professional, integrated teams.
Specifically, as the Program Director you will:
Establish and maintain Program governance, including Charters and the Program Management Plan, to keep City leadership informed and drive decision making.
Strategic communication planning to report and collaborate with City leadership, coordinate & approve media strategies, conduct effective & equitable community outreach, and keep residents & businesses informed of Program activities.
Represent the Program in meetings with elected and/or appointed officials and other city entities. Serve as the city representative with a variety of public, business, and community organizations. Foster collaborative relationships to the benefit of the organization.
Develop political strategies to manage stakeholder expectations and identify opportunities to celebrate Program success.
Work with the management team and staff to recommend and develop annual and/or multi-year work plans, strategic initiatives, goals, and objectives for the division and once approved, implement them. Direct the performance of the division by implementing the strategic plan and the associated division level key performance indicators (KPIs). Develop and implement strategies for optimizing performance of the division with the goal of meeting or exceeding the established KPI performance benchmarks.
Foster an atmosphere of innovation in order to challenge the organization to think creatively and inclusively, especially as it relates to positive public and customer experience opportunities.
Resolve sensitive, controversial issues by facilitating or making decisions that are inclusive of multiple perspectives.
Perform “core” operational level management by directing functional and/or operational areas for a division. Represent the division’s positions, initiatives and interests with a focus on the delivery of superior customer service; ensure staff is sufficiently knowledgeable and dynamic regarding customer service protocols and performance expectations.
Matrix manage and/or coordinate and direct the work of City staff, consultants, contractors, and related personnel who have been assigned responsibility for aspects of the Program and deliver on Program goals and objectives.
Prioritize and allocate resources to achieve strategies. Utilize resources to develop or expand Program services and/or operation. Ensure resources are utilized appropriately and do not exceed the established budget without approval.
Coach, mentor, and challenge staff. Champion continuous improvement, including devising new strategies and new opportunities. Lead staff development initiatives that include training, development, and succession planning.
Develop goals, document performance, provide performance feedback and formally evaluate the work of the employee; provide reward and recognition for proper and efficient performance. Assist staff to achieve performance standards and identify opportunities for continual improvement to performance standards.
Resolve escalated employee or citizen complaints including long term resolutions in problem areas.
Facilitate Program work with utility companies, City agencies/departments, and other governmental agencies to obtain necessary permits and clearances to ensure regulatory compliance.
Perform other related duties as assigned.

Program level understanding of organizations. Highly skilled in situational awareness and ability to react to organizational changes. Always seeking to validate alignment to the organizations vision.
Demonstrated experience with alternative program and project delivery models such as CM/GC, Design Build, Public Private Partnerships, Integrated Contracting, and other collaborative delivery methods.
Work history that validates progressively responsible leadership experience, including successfully planning, organizing, managing, and delivering a collaborative program with multiple concurrent priorities and a diverse workforce.
Demonstrated acumen for developing strategic partnerships in a politicized environment that includes elected officials, other local governmental agencies, municipalities, state and federal agencies, industry partners, influential groups, or other stakeholders.
Required Minimum Qualifications
Education requirement: Bachelor’s Degree in Engineering, Chemistry, Architecture, Planning or related field based on a specific position(s).
Experience Requirement: Five (5) years of experience at the type and level of functional or operational management, which must have included management of subordinate supervisors.
Education/Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education.
Additional appropriate education may be substituted for the minimum experience requirements. License/Certifications: By position, requires a valid Driver's License at the time of application.
Licenses and certifications must be kept current as a condition of employment.
