Position Summary:

The Deputy Chief Information Officer (DCIO), Infrastructure is responsible for overseeing the Division of Instructional and Information Technology’s Enterprise Technology Services and Solutions organization. This group is responsible for the overall planning, coordination, direction, and design of infrastructure related activities and provides administrative direction and support for daily operational activities of the IT department. The Deputy CIO of Infrastructure also directs and manages the Office of Infrastructure and Operations and has total responsibility for the data center and all its operations. Performs related work.

Key Relationships:

The Deputy CIO of Infrastructure is accountable for directors, managers, and line staff, including both employees and consultants who are engaged in IT-related activities, projects, and programs involving multifunctional local and regional teams. The Deputy CIO of IT Infrastructure interfaces with executive staff within the New York City Public Schools (NYCPS) and provides advice and counsel regarding all aspects of Information Technology (IT). The Deputy CIO of IT Infrastructure has total responsibility for the Data Center and all its operations, including HVAC, electrical, and systems, ensuring complete resiliency.

Responsibilities

Strategic Planning and Implementation

Oversees, directs and manages NYCPS senior managers, including 250 (+) indirect reports and has fiscal responsibility for an $85M+ operating budget.

Develops and implements short and long-term infrastructure strategy, e.g., goals, performance targets, and annual planning processes, which are aligned to DIIT’s overall Strategic Technology Plan.

Prioritizes assignments and resources for solution deployments and implementation to optimally meet the Division’s business needs.

Interfaces with executive staff within the NYCPS and provides advice and counsel relative to IT infrastructure, operations, and security.

Attends executive meetings to determine the relationship of NYCPS policies and objectives to functions in DIIT.

Recommends changes in aspects of management policy that may be affected by the implementation of the system.

Actively participates in the overall evaluation of new technology, including operations software and hardware.

Operations and Business Continuity

Directs the provision of a highly available IT infrastructure that is secure and reliable, consisting of applications that enable information sharing and fulfill program needs throughout the NYCPS.

Guides the acquisition, development, deployment, operation, and maintenance of a robust IT infrastructure, including computing platforms, telecommunications networks, hardware/software and related applications, messaging, and web services, including the development, implementation, maintenance, and enhancement of all DIIT applications.

Ensures the security of all DIIT Data Centers.

Directly manages all infrastructure enhancement and maintenance projects under tight deadlines, driven by user requirements, with budgetary restrictions.

Serves as liaison with central and field teams for the purpose of planning and determining priorities for all modifications and enhancements.

Ensures the integrity of all IT systems that collect, process, transmit, store, and/or disseminate either classified or sensitive information.

Maintains adherence to time schedules, project goals, and objectives and change control and security procedures.

Human Resources Management

Directs the development and implementation of an integrated approach for effectively and efficiently planning and managing DIIT’s information technology resources. This entails:

setting the direction and goals for all staff in task organization, performance targets, and outcomes for staff;

overseeing the work and performance of both NYCPS employees and consultants to ensure productivity and teamwork; recruiting and selecting project consultants per procurement contract procedures; and

working with Infrastructure leadership to create succession plans and learning and development opportunities for staff.

Policy and IT Management

Reviews and recommends IT projects, strategies, policies, procedures, and practices that enhance our infrastructure practices and operations and improve our business.

Supports, tracks, and refines IT management, architecture, and security policies, procedures, and practices that support the formation and adoption of an IT architecture; establishes and implements IT security initiatives and activities.

Provides expertise in identifying IT related policies that may affect the ability of the division to fulfill its missions and shares best practices in IT management.

Provides recommendations for the resolution of problems and for the development, implementation, and maintenance of standards and procedures.

Coordinates multiple projects for various web-based systems interfacing with mainframe systems and data sources that pertain to student data.

Qualification Requirements:

Minimum

A baccalaureate degree from an accredited college and four years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks, at least 18 months of this experience must have been in an executive, managerial, administrative capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties; or

Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and must possess at least three years of experience as described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.

Plus

Deep and broad experience in data center operations; demonstrated experience in data center resiliency, business continuity, and disaster recovery.

Preferred

5-10 years of experience managing diverse technical staff in systems analysis, data administration, software engineering, network design, or computer programming, including supervisory experience.

Knowledge of and experience with LAN/WAN technologies.

Knowledge of computer operations and telecommunications networks and data processing hardware and software functions, capabilities, and interrelationships.

Knowledge of agency standards and procedures and security and control methods and systems.

Ability to direct the work of others, to coordinate activities and resources within or between units, and to assess and evaluate the performance of computer operating systems.

Background in business management, management processes, and customers’ needs.

Strong interpersonal, communication, and leadership skills.

Able to communicate clearly and persuasively, both verbally and in writing.

A clear vision of current and emerging trends in technology.

Excellent interpersonal and communication skills, effective planning and problem-solving abilities, and strong technical expertise.

Knowledge of project management concepts as well as experience in the development and implementation of systems.

Success in infrastructure operations, including data center management.

Ability to prioritize and allocate resources.

Knowledge of business principles and the techniques of administration, organization, and management of complex, integrated technology systems environments.

Industry knowledge of products, lifecycles, and attributes.

Salary : $186,848 - $215,000

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
