JOB SUMMARY

We're seeking a Manager-level PMO Lead to support a critical digital services initiative for a federal client. This project involves building and managing a pilot program to recruit and onboard 100 senior tech executives, addressing the challenge of sourcing high-level talent for key technology roles within the government.

RESPONSIBILITIES

As the PMO Lead, you will be responsible for managing project delivery, overseeing a team, and ensuring the program’s successful execution across multiple workstreams. You’ll work closely with leadership to implement a strategy that enhances efficiency and accelerates the hiring process. This role will involve co-managing a core team of up to 24 members, including subcontractors, with a focus on project tracking, reporting, and quality control.

As a Manager, you’ll provide strategic advice and solutions to optimize business performance and achieve organizational goals. Managers lead project teams, conduct in-depth analyses, and guide a team to develop actionable recommendations to address complex business challenges. The role requires strong client relationship management skills, ensuring alignment with client objectives and delivering measurable results. Additionally, the Manager mentors junior staff, fostering professional growth and maintaining high standards of consulting excellence.

This is a hands-on role in a fast-paced environment with the opportunity to contribute to a meaningful federal project. This is a full-time Consulting Manager role with Totem. Once this client project is completed, you will move on to a new organizational change project within Totem's portfolio.

ESSENTIAL FUNCTIONS

Managing client relationships to achieve project outcomes and delivering services on time and within budget

Leading solution design using best practices, proven methodologies, and industry frameworks for change management, human capital, and organizational development projects

Managing multiple concurrent tasks, project financials, risks, and project reporting; elevating risks proactively to Directors

Developing communication and change management strategies

Leading business development and proposal writing efforts

Guiding and directing multiple work products created by junior team members for accuracy, visual polish, and completeness, aligned to client needs and expectations

Providing career coaching tied to performance and goals for 1-3 staff members

Balancing strong project management skills and developing people to achieve project outcomes

REQUIRED SKILLS AND ABILITIES

Ability to effectively manage teams of 2-5 individuals to deliver work on time, within budget, and with high quality standards

Leads team to prioritize work and meet deadlines to ensure project outcomes and deliverables are aligned to client expectations

Develops teammates and junior staff through real-time coaching and written feedback, holds people accountable to expectations and quality delivery

Guides the direction of the team in solution development using best practices and past project lessons learned

Demonstrates a depth of knowledge in a service offering, client, industry, or functional area—bridging our core solutions to areas of specialty and expertise

Develops quality control standards and ensures team is operating at the level of quality and efficiency needed

Builds morale across team and maintains high engagement

Adjusts to evolving project needs while maintaining a calm, professional approach grounded in flexibility and humility

Uses Microsoft Office 365 tools with high fluency

EXPERIENCE AND CREDENTIALS

Required Experience and Credentials:

Bachelor’s degree and 8-10 years of professional experience managing large, complex projects within functional business units: Human Resources, technology, or digital services

In lieu of a degree, 8-12 years of transferrable work experience will be considered

Proven track record of managing client relationships and projects, including work plans, schedules, status reports, risk management, budgets, and contracts

Ability to obtain Public Trust Security Clearance

Preferred Experience and Credentials:

Management consulting experience within the federal sector

Master of Business Administration (MBA) or other related field of study

Prosci certification and/or Certified Change Management Professional (CCMP), Project Management Professional (PMP)

TRAVEL EXPECTATIONS

This is a hybrid job with 80-90% percent of work conducted remotely and up to 20% travel. Further details are provided below for standard Totem projects.

Occasional travel may be required for client workshops or onsite presence. Travel is more an exception than the norm. Totem typically defines local travel as travel that is within 50 miles of the client's location. As needed and directed by the client, staff may be required to travel locally to the client's location. Local travel will not be reimbursed by Totem. Travel performed for personal convenience or daily travel to and from work at the designated work site will not be reimbursed.
