Full TimeDescription/Notes:Primary Purpose:Responsible for the overall management, strategic planning, development, evaluation, and implementation of district maintenance, construction, and transportation functions.Major Responsibilities and Duties:Oversee the Departments of:New ConstructionOperations and Building RentalsMaintenanceEnergy Management and Environmental ServicesStudent Transportation and Fleet VehiclesDevelop and maintain internal standards for facilities.Oversee Operational budgets of Departments within the Division.Oversee Long-range planning and development of capital improvement programs.Coordinate with jurisdictions of authority issues such as land use, building codes, safety issues, accessibility issues, and other entities requiring scheduled submittals, including the Texas Commission on Environmental Quality and other regulatory agencies as might be required.Coordinate Contracts and other legal issues including development of standard construction contracts, negotiating and administering contracts for services.Monitor District Wide Preventive Maintenance procedures.Assist with the budget and with staffing assignments.Promote interoperability across District Divisions in order to promote District Goals.Employee Relations:Use management practices that promote collegiality, teamwork, and collaborative decision making among staff.Develop and implement procedures to ensure that employees are informed of personnel policies, procedures, and programs that affect them.Assist in interpreting District policies and administrative procedures to the District staff, the public and interested parties.Assist District administrators in making sound recommendations relative to personnel placement, assignment, retention, discipline, and termination.Ensure that required training is administered to Auxiliary Staff.Work with others to compile and report projections of staff needs.Oversee the recruitment and selection process of divisional employees.Budget:Work collaboratively with District Departments to determine staffing, initiatives and program needs.Estimate cost of construction and repair projects, including labor, materials, and other related costs and assist with the preparation of bidding documents, including notice and instructions to bidders, drawings, and specifications.Assist with the evaluation of formal bids and provide input into recommendations for the awarding of contracts for school board approval.Review and authorize requests for payment from contractor(s) and designer(s).Ensure that programs are cost-effective, and funds are managed wisely.Other:Assist in the development and implementation of the District Improvement Plan as it applies to Departments within the Facility Services Division.Assist in the development and maintenance of Board policies as applicable.Implement the policies established by Federal and State laws and local Board policy in the area(s) assigned.Attend Board meetings regularly and make presentations to the Board as requested.Participate in professional development activities administered by the District.Supervisory Responsibilities:Supervise and evaluate job performance of employees to ensure effectiveness.Working Conditions:Mental Demands/Physical Demands/Environmental Factors:Work with frequent interruptions; maintain emotional control under stress; normal office environment, numerous phone calls, subject to frequent deadlines; frequent district-wide travel; Some regional travel occasional prolonged and irregular hours, some exposure to environmental extreme.Qualifications:Education / Certification:1. Bachelor’s degree from an accredited University; Construction Science/Management, Architecture, Engineering, or related field preferred.Experience / Other Requirements:1. At least three (3) years’ experience in facilities operations management with a focus on construction project management.2. At least three (3) years’ experience in managing people.3. School district or Governmental entity experience preferred.Special Knowledge / Skills:1. General knowledge areas:a. Mechanical, Electrical, Plumbing and Fire Alarm and Sprinkler Systemsb. Indoor environment remediationc. Building envelope inspections and remediationd. Construction technique, standard practices and project planninge. Custodial practicesf. Student transportation operation procedureg. Construction delivery methodsh. Ability to interpret construction drawings, documents and contracts2.
