The Office for Prevention of Harassment and Discrimination (OPHD) Director is a pivotal contributor to the Office of Diversity and Outreach (ODO) who oversees a complex unit with multiple functional areas and of critical impact for both the campus and health system. The incumbent manages a team who is responsible for managing intakes, assessments, informal resolution and formal investigations of internal complaints when appropriate as it pertains to the areas of Title VI, VII, Title IX and ADA compliance. The OPHD Director works collaboratively with senior management on campus and other university diversity stakeholders, Human Resources, Academic Affairs, Student Affairs, Labor and Employee Relations, the Investigations Unit (IU) and academic and administrative divisions on Affirmative Action, ADA, Title VI, Title VII, and Title IX related initiatives, programs, projects and compliance activities.
This person works in partnership with human resources to conduct workforce data analyses aimed at identifying areas of potential improvement and develops and implements strategies and initiatives for addressing areas of potential concern, including assisting in developing effective outreach programs to recruit and retain a diverse faculty, staff and student body.
As chief liaison in the areas identified above, the OPHD Director is responsible for the preparation of responses to outside agencies, including EEOC, CRD, and OCR in coordination with the Vice-Chancellor of ODO, Legal Affairs, and the Investigations Unit (IU).
The OPHD Director oversees complaint initial assessments, informal resolutions, and formal investigations of complaints of discrimination, harassment and retaliation. When appropriate, the Director oversees investigations assigned to the Investigations Unit (IU) or external investigators. In addition, the Director also oversees the resolution of disability related complaints.
In compliance with mandates from UC Office of the President and in order to ensure awareness and compliance with new policies and regulations the director will also provide to the campus and health system Affirmative Action, ADA, Title IX and AAEO education and training. To this end, the incumbent tracks and assesses the effectiveness of campus outreach programs for continuous improvement and to ensure compliance with mandates that require online training around specific topics (e.g., Title IX).
The Director has independent and direct access to the chancellor for the purpose of reporting on investigatory outcomes and discussions of sanctions.
The Director has a dotted line relationship with the Systemwide Title IX Director, Systemwide Anti-Discrimination Director, and the Executive Director of the UC Office of Civil Rights.
Involves oversight of the key compliance related activities affecting the ongoing establishment and maintenance of a culture of safety, non-discrimination, and acceptance at the University of California. Includes compliance governance, policies and procedures, training and education, communication and reporting, internal monitoring, and auditing. As the campus Sexual Violence/Sexual Harassment Policy Title IX Officer and the Anti-discrimination Policy Local Implementation Officer recommends response, prevention, and disciplinary standards for related compliance issues. Ensures alignment with applicable laws and ethical standards of the organization. Activities include complaint investigations of potential allegations of improper behavior, “whistleblowing,” improper government activities, and annual preparation of the Affirmative Action reports.
The final salary and offer components are subject to additional approvals based on UC policy.
Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.
The salary range for this position is $124,400 - $291,600 (Annual Rate).

The Office for the Prevention of Harassment and Discrimination (OPHD) is a significant campus compliance unit housed within the Office of Diversity and Outreach (ODO). OPHD is responsible for overseeing the campus efforts to meet requirements of the 1972 federal legislation which prohibits discrimination in employment based on national origin (Title VII). It also prohibits all forms of discrimination based on sex (Title IX) and race (Title VI) in educational institutions that receive federal funding. The office is also responsible for Executive Order 11246 that requires all institutions who receive federal funding to develop and implement affirmative action programs.
In addition to its responsibility around Title VI, VII, Title IX and ADA compliance, OPHD is responsive to federal and state agencies including the Office of Civil Rights, the Office of Federal Contract Compliance (OFCCP hereinafter) as well as requests and audits from the UC Office of the President (UCOP).
Beyond meeting the complex legal requirements for resolving sex/race discrimination, sexual/racial harassment, and sexual assault issues, this office helps to create and maintain a University (campus and health system) community committed to positive values of equal opportunity, and fosters a climate free from all forms of harassment, discrimination, or intimidation.
Required Qualifications
Bachelor's degree in related area and minimum eight years of experience, including at least seven in supervisory/management capacity or equivalent experience / training.
Expert knowledge of the ethics and compliance profession, theories and systems of internal control, and professional compliance and investigations standards.
Expert knowledge of federal and state laws and regulations, case law, university policies and guidance related to harassment, discrimination, sexual harassment, and sexual violence in the educational, employment, and patient care setting.
Expert knowledge of best practices and methodologies for conducting investigations, including interviewing, gathering and analyzing evidence, and writing investigation reports; and demonstrated knowledge managing professionals who conduct investigations.
Extensive experience investigating discrimination, sexual harassment, or other equivalently sensitive allegations in a trauma-informed and confidential manner. Demonstrated understanding of the relevance of trauma in the context of sexual violence and other forms of discrimination (for example, the neurobiology of trauma and trauma-informed investigation techniques).
Expert knowledge of the complexities of sexual harassment, including sexual violence, in the post-secondary setting.
Experience conducting investigations in the public sector, higher education, and or healthcare settings.
Excellent interpersonal skills to work independently with all levels of University personnel, including management and faculty, and to facilitate agreement on issues and corrective actions.
Demonstrated skill, sensitivity and experience interacting with constituents who are diverse in characteristics such as age, education level, race, gender identity and expression, ability, and socioeconomic backgrounds in a culturally humble manner.
Demonstrated ability to assist staff with identifying and implementing organizational priorities and plans, ensuring completion of tasks in a timely manner, and ensuring proper documentation to meet compliance requirements.
Excellent skills in complex decision making on critical issues.
Ability to provide effective management and supervision of a specific program within the ethics and compliance functions.
Ability to communicate, both verbally and in writing about specific compliance and ethics program issues and risk areas to all levels of management and administrators in a clear, thorough, and concise manner.
Requires knowledge of policies, practices and systems; human and other resource planning, analytical and comprehensive project management skills.
Ability to work independently and within a team environment.
Ability to demonstrate professional judgment in the supervision of projects and staff.
