Summary:

The Director of Accounting Services is responsible for overseeing the day-to-day operations of the Accounting Department. Responsible for ensuring accuracy, compliance, and alignment with organizational goals. Involves strategic planning, policy development, risk management, financial reporting, and leadership within the department; and collaborates with senior management and external stakeholders to support decision-making, improve processes, and maintain financial integrity.

Responsibilities:

Plans, organizes, and directs general ledger accounting functions, accounting for grants/projects, cash and treasury management and non-patient accounts receivable.

Provides management with accurate and timely information necessary to make strategic and operating decisions. Contributes to the strategic direction and development of accounting policies and procedures to align with organizational goals.

Supports the Chief Accounting Officer (CAO) in setting and executing the strategic vision for accounting functions.

Represents ANTHC in external contact with partners, agencies and outside counsel as required.

Assists and supports ANTHC leadership in developing current and long-range ANTHC goals and objectives, and in the achievement of those goals and objectives.

Ensures compliance with U.S. Generally Accepted Accounting Principles (GAAP), IRS regulations for tax-exempt organizations, and other applicable financial and regulatory requirements.

Identifies and mitigates financial risks through robust internal controls and risk management practices.

Leads the IRS Form 990 preparation process by coordinating the process with the external tax preparer and advisors.

Partners with external tax advisors to develop and implement appropriate tax strategies.

Provides leadership, direction, and guidance to assigned staff. Develops goals and priorities in conjunction with employees, and assigns tasks and projects.

Develops staff skills and training plans. Counsels, trains, and coaches subordinate staff. Implements corrective actions and conducts performance evaluations.

Ensures that all established policies, rules, regulations and agreements are followed.

Ensures that all department processes and procedures are appropriately documented and complied with.

Oversees the accuracy and integrity of financial reporting processes, including the preparation and presentation of financial statements and reports.

Assists Internal Audit with designing and maintaining appropriate internal controls.

Manages and supports annual internal and external audits, ensuring timely completion and follow-up on audit recommendations.

Accomplishes work redesign efforts of process improvements achieved by enhanced use of automated systems, both existing and pending installation, that support the critical outcomes expected to contribute to ANTHC’s strategic plan.

Ensures the integrity of data produced by the various financial systems across the organization.

Analyzes financial data and trends to support strategic decision-making and enhance the accuracy of financial reports.

Prepares detailed financial analyses and presentations for senior management and external stakeholders.

Ensures the various software systems producing the data for the consolidated financial reports, including assisting with correcting system problems, ensuring updates completed timely, and coordinate training needs for staff.

Assists as needed with annual budget preparation for the organization.

Develops and maintains systems to ensure compliance with the various OMB Circular requirements and audit requirements.

Evaluates new technical developments and recommends appropriate actions and assesses proposed systems enhancements.

Responsible for designing, developing, implementing and recommending policies and procedures for the accounting department functions.

Develops, reviews and communicates guidance on technical topics, such as technical accounting, tax, or financial topics to include the ability to research and apply theoretical literature to practical situations.

Stays informed about changes in accounting regulations and industry best practices to ensure continuous improvement and compliance.

Collaborates with other executives and departments to provide accounting insights and support organizational decision-making.

Assumes other special assignments from the Chief Accounting Officer (CAO) and performs other duties as assigned.

MINIMUM EDUCATION QUALIFICATION

A Bachelor’s Degree in Accounting or Finance or related field required. Progressively responsible professional work experience may be substituted on a year-for-year basis for college education.

MINIMUM EXPERIENCE QUALIFICATION

Non-supervisory – Seven (7) years progressively responsible accounting experience. An equivalent combination of relevant education and/or training may be substituted for experience.

To include supervisory – Five (5) years of employee supervision while in a financial leadership position.

PREFERRED EDUCATION QUALIFICATION

Masters in Business Administration (MBA) is preferred.

PREFERRED EXPERIENCE QUALIFICATION

Experience in overseeing accounting functions in a tribal non-profit or similar organization.

PREFERRED CERTIFICATION QUALIFICATION

Certified Public Accountant (CPA) or Certified Management Accountant (CMA) preferred.
