MDW is currently seeking an
Economist
to support the Office of the Assistant to the Secretary of Defense for Privacy, Civil Liberties, and Transparency (OATSD(PCLT)) in Alexandria, VA. The Economist will provide full-time support services to the OATSD(PCLT)'s Administrative Office, the Privacy, Civil Liberties, and Freedom of Information Directorate (PCLFD), Intelligence Oversight Directorate (IOD), and the Regulatory Directorate (RD) within the OATSD(PCLT). The successful candidate must demonstrate a familiarity with, and ability to be effective in, the DoD working environment.The Economist will perform tasks to potentially include:Providing economic analysis to assist OSD and DoD Components with the preparation of cost/benefit analyses (CBAs) for Federal regulations, guidance documents, and notices.
CBAs should reflect the cost and benefits to both the public/private sectors and the DoD.CBAs will need to estimate the strengths and weaknesses of alternatives (for example in transactions, activities, functional business requirements or project investments).Benefits and costs will need to be expressed in monetary terms, and adjusted for time value of money, so that all flows of benefits and flows of costs over time (which tend to occur at different points in time) are expressed on a common basis in terms of their net present value.
Aiding project teams with defining goals and objectives of projects/activities.Determining a comprehensive list of stakeholders and alternatives for projects/activities.Predicting the outcome of costs and benefits over relevant time periods.Performing sensitivity analyses and aiding in the adoption of recommended choices.Providing analytical support to assist OSD and DoD Components and promoting and maintaining strategic tracking, reporting, and accountability.Required Skills/Experience:Experience in providing economic analysis to assist the Federal government with preparing cost/benefit analyses (CBAs) and/or cost effectiveness analyses for Federal regulations, guidance documents, and notices.Ability to provide cost/benefit analyses that will reflect the cost and benefits to both the public/private sectors and the DoD.Experience working within the DoD or other Federal agency, or as contract support to such agency, working with Federal regulatory, privacy, civil liberties, or FOIA program(s) is preferred.Education Requirement/Required Years of Experience:Master's degree in economics with training in mathematics, especially in the related fields of statistics and computer science. At least one (1) year of experience.
