BigBear.ai
is in search of a
Senior Strategic Management Consultant
to support top level officials in developing strategy, budget, and policy direction for a large government agency. In this position you will develop and write narrative that describes emerging security trends that will be consumed by the Board of Directors and other Senior Leadership Team members. You’ll perform both qualitative and quantitative analysis on budgets and produce impactful data presentations using data and charts to identify under-funded mission areas. This is a high pressure office where top notch quality and professionalism is demanded, but that pressure comes the satisfaction of knowing you’ve had an impact.
The ideal candidate knows the PPBE process forwards and backwards.
To be successful in this role, you must be engaged, forward leaning, and willing to take on high levels of responsibility. This position will sit full time on site in Maryland. What you will do:
Work with operations and technical stakeholders to develop programs and resourcing of those programs in response to strategic plans and direction
Be involved in all aspects of the Department of Defense's Future Year Defense Planning (FYDP) and the adjustments necessary as a result of evolving requirements
Lead strategic meetings
Must have experience with Federal PPBE Process or similar enterprise-level portfolio management system
Review and understand large amounts of data and make insights to inform strategy
Assist in the annual Environmental Assessment of agency
Work directly with stakeholders to develop, solicit, and edit “1-pagers” describing emerging security trends
Consolidate and summarize opinions and survey data
What you need to have:
Clearance: Must possess and maintain a TS-SCI with poly clearance
BA/BS degree with 15+ years of experience, or;
Advanced Degree (MA/MS) with 10+ years of experience, or;
20+ years of professional experience, with no degree
Understanding of Department of Defense strategic plans and priorities
Understanding and experience with the Planning, Programming, Budgeting and Execution (PPBE) process (IPBS experience is also acceptable)
Experience translating guidance and strategic plans into actionable plans
Experience developing Congressional Budget Justification Book entries/narratives
Understanding of analytic processes and approaches to identify program and resource dependencies
Understanding of the interaction of program build process, performance management and expected outcomes
Demonstrated experience with Excel worksheets and techniques to include building pivot tables and graphs
What we'd like you to have:
Experience with Readiness, Performance Management and other strategic planning activities
Data analysis experience (qualitative and quantitative)
An understanding of how agency budgets are developed and monitored
