WAYNE COUNTY RESIDENCY IS REQUIREMENT WITHIN SIX (6) MONTHS OF APPOINTMENT
Wayne County, New York is looking for an experienced and innovative leader for the position of
Human Resource Director (Civil Service Personnel Officer) . This is a Public Officer position charged by law to administer the provisions of the Civil Service Law to the County and to each of the municipalities in the County. The position provides organizational leadership, included are areas of planning, direction, implementation, and evaluation of all policies and functions relating to County employees, including labor relations, collective bargaining, affirmative action, countywide employee training, compensation plans, health plans and benefit programs, payroll, and all areas of the organization’s finances. This position appointed by the County Board of Supervisors and works under the administrative direction of the County Administrator with a high degree of independence.Minimum Qualifications: Either:
Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Business Administration or Human Resources Management and four (4) years of professional experience in public human resources administration which included activities such as recruitment and selection, job evaluation and classification, benefits administration, and labor relations; orGraduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Business Administration or Human Resources Management and six (6) years of experience in public human resources administration which included activities such as recruitment and selection, job evaluation and classification, benefits administration and labor relations; orGraduation from a regionally accredited or New York State registered college or university with an Associate Degree or completion of at least sixty (60) credit hours and ten (10) years of full time paid responsible work experience as described in “A” above, five (5) years of which shall have been in a supervisory capacity.The Ideal Candidate:
The chosen candidate will have a strong professional presence, both internally and externally providing guidance to department heads, elected officials, Towns, Villages, School Districts and Special Districts. High ethical standards are expected. Has charge of financial planning, including preparation of budgets, collective bargaining agreements, Civil Service Management. Excellent oral and written skills are essential, including the ability to communicate effectively with the Board of Supervisors, department heads, employees, unions, and other districts.About Wayne County:
Wayne County’s northern boundary is Lake Ontario. The Erie Canal runs through the southern parts of the county. Lake Ontario creates an ideal climate for agriculture. Wayne County is the second largest producer of apples in the United States and excels in the cultivation of sour cherries and peaches. Rich muck land to the east is ideal for vegetable farming. The Lake Ontario Wine Trail, the Seaway Trail, and a growing number of community supported agriculture farms bring visitors from Rochester and Syracuse seeking recreation and the amenities of country life. The county is 1,384 square miles, half of which is water in four major bays off Lake Ontario. Enforce the New York State Civil Service Law and County Civil Service Rules and oversee all aspects of the process of public personnel administration;Interpret and apply the Civil Service Law in the formulation of policy and procedure and administer all related practices and procedures;Direct the day-to-day operation of the Human Resources Department and supervise all employees of the Department;Oversee the administration of personnel-related regulations such as Workers Compensation, Affirmative Action Program, the Fair Labor Standards Act, Americans with Disability Act, Family Medical Leave Act;Advise department heads and supervisors on how to handle current personnel issues;Administer the Management/Confidential Employees Salary Plan;Administer the County Sexual Harassment Policy and initially hear and investigate all complaints;Consult with and assist the County Attorney on EEOC/NYSDHR claims;Investigate or coordinate the handling of all employee claims of discrimination, harassment, non-compliance, or improper practices; in conjunction with the County Attorney, thoroughly investigate such claims, and make recommendations to solve current issues and prevent future claims;Analyze data concerning current County department heads and other key employees to plan for orderly succession and recruitment efforts;Manage recruitment and selection activities for key positions including department heads, and make hiring recommendations to the Board of Supervisors;Serve as an advisor to the County Administrator, Board of Supervisors, department heads, union representatives, and employees on various issues as they relate to civil service, human resources best practices, union contracts and organizational changes;Review resolutions that originate in operating departments regarding personnel matters prior to consideration by the governance committees of the Board of Supervisors;Report monthly to the Government Operations Committee of the Board of Supervisors;Participate in union contract negotiations including coordinating the efforts of outside counsel, research, proposal development, compliance with changing laws, and advise the Board of Supervisors about negotiations and ratificationsNegotiate labor agreements with smaller bargaining units;Administer provisions of current collective bargaining agreement;Investigate grievances that move to step 2, and assist the Board Grievance Committee with conducting the grievance hearing and drafting decisionsParticipate in County-level and department-level safety and labor/management committeesPrepare training programs, conducts training, and initiate training modules on the Learning Management System;Manage the County Deferred Compensation (457) plan coordinating the efforts of third-party administrators and advisory committee;Serve as Plan Administrator for the Wayne County Health Care Plan Trust coordinating the efforts of benefits consultants, third party administrators and the Trust Committee;Initiate contracts for outside services including the Employee Assistance Program;Analyze problems and conditions; revise existing policy or proposes new policy and procedure to correct and improve operations;Initiate and support audits and actuarial studies performed on the Deferred Compensation, Worker Compensation, and Health Plan programs.Prepare annual departmental budget for Budget Officer and Board of Supervisors approval and manage budget appropriations in a fiscally responsible manner;Prepare annual report of activities to submit to the County Administrator and Board of Supervisors.FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Thorough knowledge of the principles, practices and techniques of human resource administration; good knowledge of public administration as it applies to local government; good knowledge of principles and administrative supervision; good knowledge of the laws affecting employment and labor relations; working knowledge of State Civil Service Law and local Rules and Regulations; skill in analyzing job requirements, supervisory practices, disciplinary practices, union contracts, precedents, and employer policies from an anti-discrimination perspective; skill in presenting disciplinary cases, employment-related appeals and other quasi-judicial proceedings; ability to analyze and assess training needs and to provide training programs to address said needs; ability to manage and supervise an office and prepare budgetary materials; ability to communicate effectively both orally and in writing; ability to make oral and written presentations, ability to analyze and resolve complex problems regarding Human Resources and employee benefits matters; ability to plan, organize and evaluate the work of others; ability to establish and maintain effective working relationships requiring confidentiality, courtesy, tact, and discretion with employees, officials and the public; ability to work independently in carrying out the duties prescribed by law, custom, common practice and direction of the County Administrator; ability to use computerized office management tools; physical condition commensurate with the demands of the position.
