Human Resources Director

Maintain the Human Resources function for Kandiyohi County. This includes maintenance and applying policies correctly to various situations, recruiting and hiring for all job openings in the county, overseeing the benefit administration process, assisting the payroll department in interpreting policy and employment law to correctly compensate employees, serving as Affirmative Action Officer, Human Rights Officer, and EEOC liaison, serving on the negotiation team for union contracts, maintaining and retaining appropriate employee personnel and medical files, preparing and submitting workers compensation claims including follow-up with insurance representatives and qualified rehabilitation counselors, and preparing and executing the Human Resources Department budget.
Maintain and update comprehensive personnel policies. Communicate and interpret policies to County employees to ensure consistent definition and application. Attend trainings, conferences, and seminars to ensure up-to-date employment law knowledge and implementation. Organize employee training opportunities.
Assist department heads and supervisors with personnel matters. Coordinate the resolution of employee grievances including consultation with outside labor attorney as needed. Conduct employee investigations and recommend action based on findings.
Manage all recruitment processes in consultation with the appropriate department head. Serve as guidance to payroll personnel for changes in salary schedules, job classifications, promotions, retirements, and terminations. Maintain employee classification and compensation plan. Create/update county job descriptions.
Responsible for maintenance and retention of all county employee personnel and medical files. Responsible for oversight and implementation of Human Resources Information System (HRIS).
Serve as employee contact for workers compensation injuries. Submit first report of injuries to workers compensation carrier and maintain records on employee injury claims. Coordinate employee return to work duties. Serve on Safety Committee.
Prepare, execute, and monitor Human Resources Department budget. Team with Labor Committee in the negotiation process. Update Collective Bargaining Agreement language and implement contract changes. Serve as primary contact for Union Business Agent(s).
Serve as Affirmative Action Officer and Human Rights Officer for Kandiyohi County. Complete EEOC reports as required. Prepare and submit report to ensure compliance with the Minnesota Pay Equity Act.
Supervise and oversee Human Resources Generalist and Benefit Administration. Coordinate insurance committee functions.
Minimum Requirements:Bachelor's degree in human resources management or related field.3 or more years of Local Government Personnel Administration or related experience or an equivalent combination of both education and experience.Working knowledge of Microsoft Office Suite and applicable HRIS software.Knowledge of personnel functions and laws.Ability to establish and adjust priorities.Ability to manage many responsibilities simultaneously.Ability to communicate effectively.Ability to convey a positive and professional image to applicants and employees.Ability to work effectively with both employees and supervisors/department heads.Must be self-directed.
